5. Consent Agenda
Items listed are considered routine by the City Council and will be enacted by one motion
without discussion. A citizen or Council member may request to remove an item from the
Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and
consideration.
A. 2012 4th Quarter Capital Improvement Projects Report
B. Resolution to set April 25, 2013 for a public hearing before the Hearing
Examiner to vacate a portion of public right-of-way for North 27th Avenue.
C. Resolution to Set April 25, 2013 for a public hearing before the hearing
examiner to vacate the public right-of-way for Cook Street.
D. Resolution authorizinq an Addendum to an existing Professional Services
Agreement with Huibregtse, Louman Associates, Inc (HLA) in the amount not
to exceed $98,600 to provide Engineering Services for the extension of the
City's Industrial Wastewater Collection System to the vicinity of 1000 Block S
3rd St (Noel Canning Corporation)
E. Resolution authorizing the City Manager to execute a Collective Bargaining
Agreement between the City of Yakima and Teamsters Local #760 Police
Corrections Sergeants Unit for January 1, 2013 - December 31, 2015.
6. Audience Participation
Community members are invited to address items that are not listed on the regular business
meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as
much opportunity as possible for audience participation. A speakers time may be extended at
the discretion of the Mayor and/or the consensus or vote of the Council. Written
communication and e-mail messages are strongly encouraged.
PUBLIC HEARINGS
7. Final Public Input hearing on the 2012 Consolidated Annual Performance
Evaluation Report (CAPER).
CITY MANAGER REPORTS
8. Resolution granting reimbursement to the Yakima Valley Trolleys Association for
costs incurred by the Association to repair the Yakima Valley Trolleys lift truck.
9. Resolution authorizinq a contract with Rural Community Development Resources
(RCDR) in the amount of Fifty Thousand Dollars ($50,000) in Community
Development Block Grant (CDBG) funds to provide technical assistance to
microenterprise businesses within the City of Yakima.
ORDINANCES
10. Ordinance amendinq YMC 4.16 dealing with illegal dumping and adding up to a
$100 per-day fine.
11. Ordinance creating the Yakima Air Terminal Fund
12. Ordinance creating an Interfund Loan Proqram
13. Adjournment
The next meeting will be a Council Study Session on March 26, 2013 at 10 a.m. in the
Council Chambers.

Any invocation that may be offered before the official start of the Council meeting shall
be the voluntary offering of a private citizen, to and for the benefit of the Council. The
views or beliefs expressed by the invocation speaker have not been previously reviewed
or approved by the Council, and the Council does not endorse the religious beliefs or
views of this, or any other speaker.
A Council packet is available for review at the City Clerk's Office and the Library.

The City provides special accommodations, such as hearing devices, wheelchair space
or language interpreters, for City meetings. Anyone needing special assistance please
