A RESOLUTION of the, City of Yakima Transportation Benefit District Board concerning a
voter - approved vehicle license registration fee to pay for road infrastructure
needs; withdrawing the previously submitted ballot measure regarding road
infrastructure funding through a vehicle license registration fee from the
April 23, 2013 special election date; and requesting that the Yakima County
Auditor return the previously submitted ballot measure to the Yakima City
Clerk.
WHEREAS, on February 7, 2012, the City of Yakima passed Ordinance No. 2012 -08
establishing the City of Yakima Transportation Benefit District (TBD); and
WHEREAS, the Revised Code of Washington (RCW) authorizes the TBD to levy and
impose various taxes and fees to generate revenues to support road infrastructure
improvements that are defined in the TBD project list; and
WHEREAS, on December 11, 2012 the TBD Board approved Resolution TBD -R -1
proposing an annual thirty- dollar vehicle license registration fee, pursuant to RCW 82.80.140
and RCW 36 73.065, to be imposed with approval of a majority of voters in the district at an
April 23, 2013 special election; and
WHEREAS, at a January 22, 2013 study session the TBD Board decided that more time
is required for TBD consideration of the ballot proposition for possible resubmittal of the
proposition proposing a vehicle license registration fee on a future municipal election date;
Now, Therefore,
BE IT RESOLVED BY THE CITY OF YAKIMA TRANSPORTATION BENEFIT
DISTRICT:
The Yakima Transportation Benefit District Board directs the Yakima City Clerk to
withdraw TBD Resolution TBD -R -1 from the Yakima County Auditor and request that the Auditor
return said Resolution to the Yakima City Clerk with the specific intent to cancel the proposed
ballot measure from public voter consideration on the April 23, 2013 Yakima Special Election
ADOPTED BY THE CITY OF YAKIMA TRANSPORTATION BENEFIT DISTRICT this
5th day of February, 2013.

SUMMARY EXPLANATION:
On February 7, 2012, by Ordinance 2012 -08, the City Council established the Yakima
Transportation Benefit District (TBD) to identify specific road infrastructure improvements
needed within the established District. On December 11, 2012 the TBD Board approved
Resolution TBD -R -1, authorizing the Yakima County Auditor to conduct a special election on
April 23, 2013 for voter consideration of a vehicle license registration fee for infrastructure
restoration and construction. On January 22, 2013 the TBD Board decided that more time is
needed to consider the ballot proposition and to withdraw the proposed ballot proposition
from voter consideration on the April 23, 2013 ballot. The attached resolution directs the City
Clerk to withdraw the ballot proposition from the Yakima County Auditor, thus terminating
the special election on the measure on the April 23, 2013 special election date.

On February 5, 2013, the Yakima City Council adopted Resolution No R- 2013 -3,
withdrawing ballot proposition Resolution No TBD -R -1, which requested submission of a
proposition to the voters of the City of Yakima on the municipal election to be held April
23, 2013
Attached is the resolution withdrawing this proposition from said election and requesting
the Yakima County Auditor to return the previously submitted ballot measure to the
Yakima City Clerk.
