Virtual Meeting via Zoom January 27, 2021 Call to Order Chair Jacob Liddicoat called the meeting to order at approximately 3:00 P.M. Roll Call YPC Members Present: Chair Jacob Liddicoat, Vice -chair Lisa Wallace, Al Rose, Mary Place, Leanne Hughes -Mickel, Phil Ostreim YPC Members Absent: Robert McCormick (unexcused) Staff Present: Joseph Calhoun, Planning Managery Sara Watkins, Senior Assistant City Attorney; Analilia N01ez, Planning Technician Council Liaison: Kay Funk, District 4 Others: Sign -in sheet in file Staff Announcements — Planning Manager Joseph Calhoun announced the following: Calhoun announced that he now has a draft for the Housing Action Plan which will be reviewed along with the survey results. Staff will be providing comments to their consultant. The survey has been reopened for another three weeks. Final draft changes have been made to the Shoreline Master program, staff is working with the Department of Ecology to send out a joint notice. The Comp Plan Amendment is scheduled to be opened at the February 24111 at the Yakima Planning Commission meeting. Applicants will have until April 301h to submit applications. Approval of Meeting Minutes — Commissioners had a brief discussion about the minutes for January 13, 2021. It was motioned by Commissioner Rose and seconded by Commissioner Place to approve the meeting minutes of January 13, 2021. The motion carried unanimously. Comte Plan and Dwellings UpAate — Calhoun provided an update on the Comprehensive Plan Dwellings which included background on the plan, construction statistics, anticipated future development, and permitting history. He also provided an update on several multi -family dwelling projects under construction. Councilmember Funk expressed her concern over the lack of affordable housing. She explained that lack of affordable housing may be the result of policies rather than planning issues. She brainstormed on possible policy changes to increase affordable housing, Commissioner Ostreim provided input he has gathered as a local real'tor. He stated the demand versus the supply is contributing to the lack of housing. He is interested in increasing the supply of single family homes to keep up with the population growth. Councilmember Funk further brainstormed on possible policy changes to increase housing. Calhoun clarified the purpose of opening the Comp Plan Amendment. Commissioner Hughes -Mickel provided a brief summary of the changes the Planning Commission made to Title 15 in 2019 to increase affordable housing. Councilmember Funk asked for clarification on the function on the Yakima Planning Commission to help increase affordable housing. The commissioners shared possible solutions in a lengthy discussion which included their purpose as a board and the relationship to affordable housing. Several commissioners suggested inviting members of the Central Washington Hom:e,builder's Association to the next meeting, Other Business — No Other Business to discuss.
