ITEM TITLE: Public hearing to receive citizen input, in order to develop a
Substantial Amendment concerning the 2020-2024 Consolidated
Plan for the Community Development Block Grant COVI D-3
Funds (CDBG-CV3) additional funds from HUD

SUMMARY EXPLANATION:
As mandated by HUD, a substantial amendment must be included within the 2020-2024
Consolidated Plan and 2020 Annual Action plan to outline the receipt of CARES Act funding
(CDBG-CV3)funds as allocated to the City of Yakima for Prepare for, Prevent or Respond to
the COVI D Pandemic. Due to the limited time restraints, a five day written comment period and a
single public hearing meeting is required.
2020 Entitlement for additional CDBG-CV3 funds are estimated at$618,993; approximately
$123,798 or(20%)will be used for administrative purposes per HUD regulations.
Approximately$260,000 will be used to install HVAC air scrubbers in both Henry Beauchamp
Community Center and Washington Fruit Community Center in accordance with HUD regulations
concerning the use of CDBG-CV regulations to Prepare for, Prevent or respond to COVI D.
The balance of approximately$235,195 will be contracted with People for People Meals on
Wheels program to provide needed funding due to the increase in demand for meals for the
elderly due to the COVI D pandemic.
Any citizen wishing to comment on this public hearing is required to sign up in advance
on the City's website at: https://www.yakimawa.gov/council/public-comment/ no later than 3:00
p.m. on the day of the meeting.
