Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Approval of minutes from the March 2, 2021 City Council regular meeting and March 9, 2021 study session B. Approve payment of disbursements for the period February 1 —28, 2021. C. February 2021 Investment Transactions Report D. Set date of April 20, 2021 for a closed record public hearing to consider the Planning Commission's recommendation regarding the rezone of five parcels from Suburban Residential (SR)to General Commercial (GC) for SOZO Sports Complex at 4209 Sorenson Rd E. Resolution authorizing an addendum to an Agreement with Perteet, Inc. for the Cowiche Canyon Trail Project F. Resolution authorizing a lease agreement with the City of Tieton and Yakima Tieton Irrigation District to lease 30 shares of Yakima Tieton Irrigation District water to the City of Tieton for the water year 2021 G. Resolution authorizing Task Order 2021-01 with HLA Engineering and Land Surveying, Inc. to provide Engineering Services for City of Yakima Project SC2548—2021 Priority 2 Wastewater Collections System Improvements H. Resolution authorizing a recurring annual agreement with Yakima Valley Umpires Association to obtain officiating services for the City's organized softball program I. Resolution ratifying declaration of an emergency and authorizing execution of all applicable contracts for the labor and materials to replace 120 linear feet of sanitary sewer pipe in the vicinity of Summitview Avenue and North 31st Avenue J. Ordinance amending Yakima Municipal Code 1.43.080 addressing the duties and powers of the Hearing Examiner 5. Public Comment Community members are invited to address items listed on the meeting agenda. There will be 35 minutes allotted for public comment with two and a half (2.5) minutes per speaker in order to allow as much opportunity as possible for audience participation. Written communication and e-mail messages are strongly encouraged. PUBLIC HEARINGS 6. Public hearing to receive citizen input, in order to develop a Substantial Amendment concerning the 2020-2024 Consolidated Plan for the Community Development Block Grant COVID-3 Funds (CDBG-CV3) additional funds from HUD DEPARTMENT ITEMS 7. 4th Quarter 2020 Capital Improvement Projects Report 8. Resolution authorizing participation in Agreed Order for remediation at the 1808 N 1st Street former Tiger Oil site 9. Other Business 10. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker.
