Roll Call Present: Council: Mayor Micah Cawley, presiding, Council Members Sara Bristol, Kathy Coffey, Rick Ensey, Dave Ettl and Bill Lover Absent: Assistant Mayor Maureen Adkison (excused) 2. Executive Session regarding pending litigation. Executive Session was held and adjourned at 6 p.m. BUSINESS MEETING 1. Roll Call Present: Council: Mayor Micah Cawley, presiding, Council Members Sara Bristol, Kathy Coffey, Rick Ensey, Dave Ettl and Bill Lover Staff: City Manager O'Rourke, City Attorney Cutter and City Clerk Claar Tee Absent: Assistant Mayor Maureen Adkison (excused) 2. Pledge of Allegiance Mayor Cawley led the Pledge of Allegiance. 3. Open Discussions for the Good of the Order A. Proclamations. i. National Truck Drivers Appreciation Mayor Cawley read the proclamation. Tara Johnson accepted and thanked Council for the proclamation. ii. Constitution Week Mayor Cawley read the proclamation. Carrie Campbell and Janet Coffman thanked Council and accepted the proclamation. iii. Central Washington State Fair -- Fair Fever Page 1 of 3 • 283 Mayor Cawley read the proclamation and Greg Stewart and Jake Jundt accepted and thanked Council for the proclamation. B. Presentations /recognitions /introductions i. Recognize City Employees Joan Davenport and Jeff Cutter for their years of service to the City City Manager O'Rourke recognized City Attorney Jeff Cutter for his 15 years of service and Acting Community and Economic Development Director Joan Davenport for her 25 years of service to the City of Yakima. C. Appointments to Boards, Commissions and Council Committees i. Recommendation from Council Nominating Committee to appoint Dennis Cozzocrea to the Yakima Historic Preservation Commission. Motion: Approve, Moved by Council Member Rick Ensey, Seconded by Council Member Bill Lover. Carried 6 -0. Council Members voting Aye: Bristol , Cawley , Coffey , Ensey , Ettl , Lover . Council Members Absent: Adkison . 4. Consent Agenda Mayor Cawley referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members or citizens present. The following item was added to the consent agenda. Resolution Authorizing Sole Source Purchase of a GO -4 Vehicle. The City Clerk read the Consent Agenda items, including resolutions and ordinances by title. (Items on the Consent Agenda are handled under one motion without further discussion — see motion directly below.) Motion: Approve, Moved by Council Member Rick Ensey, Seconded by Council Member Kathy Coffey. Carried 6 -0. Council Members voting Aye: Bristol , Cawley , Coffey , Ensey , Ettl , Lover . Council Members Absent: Adkison . A. Final Contract Payment for Knobel's Electric, Inc. - W. Washington Ave. & S. 64th Ave. Signal (Standard Motion V -B- Accept the project and approve the final payment) The report from the City Engineer, with respect to the completion of the work on W. Washington Avenue and S. 64th Avenus signalization, performed by Knobel's Electric, was approved, the work accepted and payment of the final estimates as therein set forth was authorized. B. Final Contract Payment for Artisan Inc. - Hines Addition Phase 1 (Standard Motion V -B- Accept the project and approve final payment) The report from the City Engineer, with respect to the completion of the work on the Hines Addition Phase 1, performed by Artisan, Inc., was approved, the work accepted and payment of • the final estimates as therein set forth was authorized. C. Resolution amending Article III, Section 2 of the Employees' Welfare Benefit Program; adding a voting member for the AFSCME and management groups; moving AFSCME Transit from a non - voting to a voting member; removing YPPA to nonvoting members; and creating a provision for alternate members. RESOLUTION R- 2012 -116, A RESOLUTION amending Article III, Section 2 of the Employees' Welfare Benefit Program; adding a voting member for the AFSCME and management groups; moving AFSCME Transit from a non - voting to a voting member; removing YPPA to nonvoting members; and creating a provision for alternate members. D. Resolution authorizing contract with the Yakima School District for the addition of a School Page 2 of 3 284 Resource Officer for Stanton High School. RESOLUTION R- 2012 -117, A RESOLUTION authorizing the City Manager of the City of Yakima to execute an interlocal School Resource Officer Agreement with Yakima School District No. 7 for an addition to the school resource officer program. E. Resolution accepting AIP 34 Grant offer to purcahse snow removal equipment (SRE). RESOLUTION R- 2012 -118, A JOINT RESOLUTION of the City of Yakima and Yakima County ratifying an application for Federal Assistance and Standard DOT Title VI Assurances, and authorizing the execution and acceptance of a Grant Agreement for Federal Assistance and Certificate of Sponsor's Attorney between the Federal Aviation Administration and the City of Yakima, Washington and the County of Yakima, Washington. F. Resolution authorizing the City Manager to purchase a GO -4 parking enforcement vehicle from White Bear West without calling for bids. RESOLUTION R- 2012 -119, A RESOLUTION authorizing the City Manager to purchase a GO -4 parking enforcement vehicle from White Bear West for an amount not to exceed $28,000, as a sole source without calling for bids and further authorizing the City Manager to execute all appropriate and necessary documents to complete the purchase transactions. 5. Audience Participation John Cooper, President and CEO of the Yakima Valley Visitor's and Convention Bureau (VCB) provided a Sports Commission update on several issues including the hot -shots basketball tournament. He thanked the Parks & Recreation Division and Block by Block for their assistance and support. The Yakima Valley,Pirate Plunder Adventure is a new activity the VCB is helping to support and will be held on October 7, 2012 near the Wastewater Treatment Plant. He believes they will have 500 -800 participants and invited the community to attend. Lynne Kittelson, 305 N. 9th Street, Yakima, stated she read an article in the paper regarding "Trades Person Week" and wanted to thank the trades people for their work. 6. Other Business None 7. Adjournment The meeting was adjourned at 6:29 p.m. to a Council Study Session on September 25, 2012 at 10 a.m. in the Council Chambers.
