HomeMy WebLinkAbout07/23/1996 Joint Adjourned Meeting 9 V CITY OF YAKIMA, WASHINGTON JULY 23, 1996 JOINT CITY /COUNTY ADJOURNED MEETING The City Council met in session on this date at 8:00 a.m. at the Yakima Center, Yakima, Washington for informal discussion, Mayor Lynn Buchanan presiding. Council Members present were Clarence Barnett, Ernie Berger, John Klingele, John Puccinelli, and Bernard Sims. Council Member Henry Beauchamp was absent and excused. Staff Members present were City Manager Zais; Assistant City Manager Rice, Community & Economic Development Director Valenzuela; Public Works Director Copeland; Don Skone, Planning Division Manager; Dueane Calvin, Water & Irrigation Superintendent; Chris Waarvick, Wastewater Superintendent; Shelley Willson, Supervising Traffic Engineer, Joan Davenport, Supervising Associate Planner; John Elsden, Senior Project Planner; Marketa Oliver, Administrative Assistant to the City Manager; and Deputy City Clerk Skovald. County Commissioners present were Jim Lewis, Chairman (present after 8:10 a.m.); Bettie Ingham; and Bill Flower. County staff member Dick Anderwald, Director of Planning /Special Projects was also present. Mayor Buchanan welcomed the group and the meeting began. Glenn Valenzuela distributed copies of a Revised Agenda for the work session and outlined information included in the meeting packet. Additional information will be forthcoming when available. Mr. Valenzuela also requested the officials to review and provide direction on policy and text revisions to the Regional Planning Commission's Recommended Changes so that work on development regulations could begin. After a brief explanation and discussion'of the Bicycle /Pedestrian Plan, it was the consensus of the group to schedule a meeting, with the Citizen Committee members and representatives of the Homebuilders Industry, to develop a list of issues where there are still differences. There was discussion about the intent of the Draft Grandfather Clause. It appeared to be the consensus of the Council to add language to allow remodeling or renovation within a specified time limit, perhaps 12 months after money from the loss is received. After continued discussion, it was the consensus of the officials to consider this issue before the Joint Board. Staff indicated that most of the text, modifications forwarded by the Regional Planning Commission are of a general housekeeping nature. Council. Member Barnett referenced various text changes to several sections of the Regional Planning Commission's recommendations for clarity, consistency, and accuracy of the Yakima Urban Area Comprehensive Plan. After discussion among the officials and staff, it I/ was the consensus of the group to include following proposed revisions: • Paae 2, Section II - Action Plan Element, Policy G4.2, D. 11 -7. For consistency throughout the Plan, either delete or define the term density bonuses - -see also H1.6.1. 1 _ JULY 23, 1996 -- ADJOURNED JOINT MEETING -- GMA 99 • Public Process Goals, Objective P -1, Policy P1.1. Delete the word minor in the terminology minor text, map and database changes. The sentence would then read: Provide for an annual review of the Urban Area Plan as part of the Regional Planning Commission work program. Public Process Goals, Ob-jective P1: Policy P1.1: Implementing Actions. Delete the words minor annual. The sentence would then read: Establish an annual schedule for amendments and updates. • Page III -6 which adds a last sentence to the page. Replace the word plan with Yakima Urban Area Comprehensive Plan. • Section IV - Housing Element„ Page IV -1, I. Introduction. This revision shows where the term Metropolitan Comprehensive was stricken and the term Urban Area was added. Council Member Barnett referred to the June 7, 1996 revision that still used the t Metropolitan. He reiterated his assumption that when the Yakima ,Urban Area Comprehensive Plan is adopted, then the Housing Element will be revised to reflect the correct name of the Plan. • Section V - Transportation Element. Staff was directed to make sure the revisions are correct concerning the conflicting Level of .Service. (LOS) designations for streets and intersections'''rdicated in the transportation Element and in the Yakima Urban Area Comprehensive Plan. The officials also discussed the need to develop a preliminary review process preceding the amendment process to update the plan to reflect changes in policy, goals, and future land use preferences. Other issues discussed include the existing language that would address emergency situations that require a change before the annual or five year review process allows. Flexibility in the State Law allows for those types of situations or it can be handled through the rezone process. Also pointed out was that neighborhood plans for Terrace Heights and the Urban Reserve Area in West Valley will be added to the Yakima Urban Area Comprehensive Plan later after they are developed and adopted by Yakima County. The same goals and policies for land use will apply to those areas because they are, part of the Yakima Urban Area. Staff was directed to review the specific legislation requiring the inclusion of the Airport Master Plan in the Transportation Element of the GMA Comp Plan and prepare a report for discussion at the next Joint Meeting. The possibility of delay for submittal of the plan to the State was discussed; although, it is anticipated that the standard amendment process can be utilized to reflect the inclusion.and.�adoption by reference of the Airport Master Plan within the Transportation Element of the Comp Plan. 10 : 0 JULY 23, 1996 -- ADJOURNED JOINT MEETING -- GMA There was discussion about the Utility Element, particularly the need to revise the wording about Domestic Water rights, as well as the distinction between the amount of water allocated from the River and allocated from wells. There was also a brief discussion about satellite water /sewer connections within the Urban reserve, particularly as it pertains to the Gleed area.
