Council committees In the interest of aligning the City Council's committees and board appointments with its Strategic Plan Priorities, the staff, in consultation with,Mayor Cawley and Councilmembers Coffey and Lover, proposes the attached City Council committee structure and protocol. Each of the four (4) Strategic Priorities Committees (Economic Development, Built Environment, Public Safety, and Partnerships) will oversee one or more of the City Council's existing committees. In addition, each Strategic Priority Committee will recommend one City Council representative to an external board under its oversight, subject to final City Council ratification. To comply with the Washington State Open Public Meetings Act, each Strategic Priority Committee should select a standard monthly meeting time and place. Executive minutes will be taken for all committee meetings. All City Council meetings commencing February 5, 2013 shall include on the agenda time to report on Strategic Priority Committee activities. Finally, the staff would like Council direction on whether you want to televise the committee meetings. Staff will assign senior managers to each of the Strategic Priority Committees for staff support and executive minute reports. Finally, based on past City Council protocols, we recommend the City Council use City Council member seniority as the method to select Strategic Priority Committee assignments. After the first round of appointments, the City Council should reverse the order for the second and final round of appointments.
