ITEM TITLE: Ordinance amending Yakima Municipal Code Section 1.34.050
addressing meetings of the Community Integration Committee

SUMMARY EXPLANATION:
At the Council's March 2, 2021, City Council meeting, the Council asked that the Community I ntegrat
Committee be able to hold two meetings per month rather than the one meeting per month allowed in 1
ordinance. The ordinance states that changes in meeting dates must be approved by the City Counc

The language in the ordinance does allow the committee to cancel meetings as the language is that 1
committee "should" hold two regular monthly public meetings, rather than requiring them to hold t

ORDINANCE NO. 2021-
AN ORDINANCE amending Yakima Municipal Code Section 1.34.050 addressing meetings
of the Community Integration Committee
WHEREAS, the City Council of the City of Yakima hereby finds and determines that it is
in the best interests of the City of Yakima and its residents to amend YMC 1.34.050 regarding the
meetings of the Community Integration Committee, and such amendment will promote the general
health, safety and welfare; now, therefore
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 1.34.050 is hereby amended to read as follows:
1.34.050 Meetings
(a) At its first meeting of each calendar year,the committee shall elect its own chairperson,
vice-chairperson and secretary; which persons shall hold office for one year and until
their successors are appointed.
(b) The committee should hold two regular monthly public meetings that may be broadcast
by the city. hly These public meetings will ' ' ' be held on the second and
fourth Monday of the each month. The committee may change the date and time of
its meetings upon unanimous vote of the members of the committee and approval by
the city. The committee may conduct subcommittee meetings during other times and
at other dates the subcommittee deems necessary or appropriate. Such
subcommittee meetings shall be limited to conducting internal discussions regarding
specific projects and formulation of recommendations to the committee.
(c) Minutes of each meetings shall be kept by the secretary and sent to the staff liaison
appointed to the committee and any other city staff person or council person as
determined by the city.
(d) All committee meetings shall be open to the public.
(e) To constitute a quorum for the transaction of business there shall be five committee
members present.
(f) An agenda shall be prepared and distributed by the chairperson prior to each meeting
which includes a list of individual items of committee business that are intended to be

meetings per month rather than one monthly meeting per month; and
WHEREAS, the City Council of the City of Yakima hereby finds and determines that it is
in the best interests of the City of Yakima and its residents to amend YMC 1.34.050 to allow the
Community Integration Committee to hold two meetings, and such amendment will promote the
general health, safety and welfare; now, therefore

Section 2. Severability/Validity. If any section, subsection, paragraph, sentence,
clause or phrase of this ordinance is declared invalid or unconstitutional for any reason,
such decision shall not affect the validity of the remaining portions of this ordinance.
Section 3. Effective Date. This ordinance shall be in full force and effect 30 days after
its passage, approval, and publication as provided by law and by the City Charter.
