SUMMARY EXPLANATION:
The Revised Code of Washington authorizes Transportation Benefit District's (TBD) to levy
and impose taxes and fees to support road improvements. On February 7, 2012, the City
Council passed Ordinance 2012-08 establishing the City of Yakima TBD to support road
infrastructure improvements. The election expense is estimated at approximately $70,000,
which includes election fees, advertising costs and staff time.
Currently, the TBD has no source of funding. The staff recommends the City Council
consider a ballot measure for April 23, 2013 that would authorize an annual $40 vehicle
license registration or car tab fee for road infrastructure improvements If approved, the $40
fee would generate approximately $2 million annually for the TBD. The City Council could
either use the $2 million annually for "pay-as-you-go" road improvements or issue a $25
million bond for road improvements, with the $2 million dollar vehicle license fee used for
annual debt service payments.
In addition, staff recommends the $40 annual vehicle license fee would expire or "sunset"
after ten years Any further collection of the fee would require another public authorization
vote.
The question of a vehicle registration fee or "$20 car tab" fee was asked in the 2012 written
Citizen Survey. The 837 survey respondents were split 50/50 in support of a $20 car tab fee.
An online -based version of the Citizen Survey, with 588 respondents, demonstrated a
higher 60% support for a $20 car tab "fee".
The proposed road improvements that could be funded by a car tab fee are attached.

RESOLUTION NO. TBD -R-1
A RESOLUTION of the City of Yakima Transportation Benefit District concerning a voter -
approved vehicle license registration fee to pay for road infrastructure
needs; submitting a ballot measure regarding road infrastructure funding to
the qualified electors of the City of Yakima Transportation Benefit District at
an election to be held on April 23, 2013; requesting that the Yakima County
Prosecutor prepare a ballot title; and requesting that the Yakima City
Attorney prepare an explanatory statement for Yakima County's local
voter's pamphlet.
WHEREAS, on February 7, 2012, the City of Yakima passed Ordinance No. 2012-08
establishing the City of Yakima Transportation Benefit District (TBD); and
WHEREAS, the Revised Code of Washington (RCW) authorizes the TBD to levy and
impose various taxes and fees to generate revenues to support road infrastructure
improvements that are defined in the TBD project list; and
WHEREAS, the TBD may authorize an annual forty -dollar vehicle license registration
fee, pursuant to RCW 82.80.140 and RCW 36.73.065, to be imposed with approval of a majority
of voters in the district voting on the proposition at a general or special election, and
WHEREAS, currently the TBD is unfunded and an annual forty -dollar vehicle license
registration fee will provide funding necessary to complete elements of the TBD five year
amended project list #1, as it now appears or as it may be amended in the future; and
WHEREAS, the TBD finds and determines that the best approach for ensuring
accountability and oversight of the vehicle license fee is to establish a term of fee collection that
will expire in the year 2023, on the tenth anniversary of its initiation, Now, Therefore,
BE IT RESOLVED BY THE CITY OF YAKIMA TRANSPORTATION BENEFIT
DISTRICT:
Section 1. The City Clerk is directed to certify to the Director of Records and
Elections of Yakima County, Washington a copy of this resolution and the proposition to be
submitted at the April 23, 2013 special election in the form of a ballot title as follows, or as
modified by the Yakima County Prosecuting Attorney pursuant to his duties _under RCW
29A.36.071.
PROPOSITION NO. 1
City of Yakima Transportation Benefit District Proposition No. 1 concerns establishment
and imposition of a $40 Annual Vehicle License Registration Fee to fund road
infrastructure improvements.
If approved, the vehicle license registration fees collected will fund road infrastructure
projects benefiting the City of Yakima, identified in the Transportation Benefit District's
Amended Project List #1. Approval will authorize collection of an annual $40 vehicle
license registration fee beginning in 2013, excepting vehicles exempted pursuant to

RCW 82.80.140, and will provide approximately $2 million annually. The $40 annual fee
will expire in the year 2023, ten years after its date of initiation.
