CITY OF YAKIMA, WASHINGTON
MAY 7, 1996
ADJOURNED MEETING
The City Council met in session on this date at 7:00 a.m. at the Yakima
Center Board Room, Yakima, Washington, Mayor Lynn Buchanan presiding.
Council Members Clarence Barnett (present after 8:05 a.m.), Ernie
Berger, John Klingele, John Puccinelli, and Bernard Sims were present.
Council Member Henry Beauchamp was absent and excused. City Manager
Zais, Assistant City Manager Rice, Glenn Valenzuela, Director of
Community & Economic Development, Al Chronister, Fire Chief, Don Skone,
Planning Division Manager, Bruce Benson, Associate Planner, Larry
Peterson, Assistant City Attorney, Helen Harvey, Assistant City
Attorney, and Deputy City Clerk Skovald were present.
Mayor Buchanan welcomed the group and the meeting began.
Annexations
Bruce Benson provided new zoning maps, current as of the first of May,
to the Council members. He presented an annexation status report on
the Fruitvale area. He referred to maps with different colors
representing the various annexation areas in different stages of the
process. Completion of 14 annexations in the Fruitvale area are
expected to be accomplished in 1996, constituting the majority of the
Fruitvale Fire District. Mr. Benson indicated the election method
might be an option for the Council to consider to annex the balance of
the Fruitvale area. Pointing to areas annexed since 1988, Mr. Benson
referred to another map and described the status of the Ninth Avenue,
Fairgrounds, Foreman & Grant Streets, and the 40th South of Nob Hill
annexation areas. There was also discussion of Scenic Crest and Keller
Annexations.
There was discussion about the election process where the voters would
decide annexation and fire protection considerations. Mayor Buchanan
suggested a letter be drafted to the neighborhood about the annexation
process with a clear explanation of fire protection considerations
along with a' pamphlet outlining options for residents to consider.
There was continued discussion about the vital nature of fire
protection and about the potential fire protection budget for this
area. Mr. Zais commented that community meetings should also be held.
Mr. Benson explained the City's role in an election method, which is
limited to factual representation. Mr. Rice reported that the
neighborhoods will hold their own neighborhood meetings. He also
provided some details of the election method process. There will be
two questions on the ballot -- one is whether to annex and the other is
whether to accept the existing bonded debt. Mr. Peterson explained
information should be prepared about the equipment depreciation.
Council Member Sims asked about the fire rating for the commercial
businesses and the impracticality of contractual service for fire
protection.

Other Issues
There was discussion about the Neighborhood Council applicants and the
varied cross section of citizens who have applied and the balance
between citizens and organized groups within the committee. The
committee's parameters of issues to consider and the life span of the
committee was also considered. Don Skone briefly described the
neighborhood planning program process anticipated after the GMA Comp
Plan is adopted.
There was discussion about the McAlester Field in Texas. Council
Member Puccinelli emphasized the importance of maintaining the name
Yakima Airport because if the name was changed to McAllister Field
there would probably be confusion. There will be meetings scheduled
about this issue with future consideration at the May 21st Council
meeting.
There was also discussion about the rezone request for property on
North 16th Avenue and other mall development possibilities, including a
request in Terrace Heights. There was discussion about the City /County
SEPA review process and the County's request to meet with the City
concerning possible development in the Terrace Heights area.
It was MOVED BY PUCCINELLI, SECONDED BY BUCHANAN, TO ADJOURN AT
8:15 AM. The motion carried by unanimous voice vote,; Beauchamp absent.
