CITY OF YAKIMA, WASHINGTON
APRIL 23 1996
ADJOURNED MEETING
The City Council met in session on this date at 7:00 a.m. at the Yakima
Center Board Room, Yakima, Washington, Mayor Lynn Buchanan presiding.
Council Members Clarence Barnett, Henry Beauchamp (present after
7:30 a.m.), Ernie Berger, John Klingele, John Puccinelli, and Bernard
Sims were also in attendance. City Manager Zais, Assistant City
Manager Rice, John Hanson, Director of Finance & Budget, Glenn
Valenzuela, Director of Community & Economic Development, Al
Chronister, Fire Chief, Fred French, City Engineer, Don Skone, Planning
Manager, Joan Davenport, Supervising Associate Planner, John Elsden,
Associate Planner, Larry Peterson, Assistant City Attorney, Cindy
Epperson, Accountant, and Deputy City Clerk Skovald were present.
There were also interested citizens in attendance during this meeting.
Mayor Buchanan welcomed the group and the meeting began.
Land Use Element
Dick Zais referenced several memoranda contained in the information
packet provided to the Council in preparation for this meeting. The
purpose of this meeting is to continue the GMA review and further
discuss the Land Use Element and the Capital Facilities Element of the
Comp Plan.
Council Member Barnett pointed out an area in the Comp Plan that needs
to be resolved. He emphasized the importance of including certain
groups in the implementation process and during various other stages of
the Comp Plan policy development. He felt that the development
community should be included when changes to Urban Development
Standards are under consideration.
There was a considerable amount of discussion concerning the zoning and
landuse consistency interpretation. Larry Peterson explained that
current zoning applies when development occurs. There is a separate
legislative process for zoning regulation and there was discussion
concerning the Urban Area Zoning Amendment process. Council Member
Barnett suggested that verbiage should be written in the Comp Plan so a
layman can understand what is meant by land use and zoning consistency.
After further discussion it was the general consensus of the group that
a preface should be included in the Plan and a disclaimer added to the
map explaining zoning and land use.
Capital Facilities Plan
There was discussion about the public meeting schedule before the
Economic Development Committee. It was the general consensus to
schedule the May 14th meeting for 7:00 p.m.
John Hanson explained how the Capital Facilities Plan was prepared.
The Capital Facilities Plan is an accumulation of all GMA Plans, and
accordingly, it will change when any element plans change. It will be
used to review and plan during the Budget preparation process, and
keeping it up -to -date is an ongoing effort.

Cindy Epperson explained the Capital Facilities Plan lists existing
facilities and plans for the'imaintenanc'e ` of them. Also included are
any additional facilities needed for future growth. The Growth
Management Act requires the Capital Facilities Plan to include an
inventory of all existing facilities by location and capacity and a
plan for future capital facilities and locations where expansion will
occur. Six years of planning is required to clearly identify existing
and future sources of public monies that can be applied. The Policy
Makers decide which sources, to use. Impact fees are required as a
policy option, but it is the City Council's decision whether to impose
them or any other option in the Plan. John Hanson further explained
that existing Council policies have been applied if they were
sufficient, and revenue sources that have been traditional Council
policies have been applied. Impact fees have to be mentioned, but they
are not Council policies at this time. Dick. Zais further explained
that some are not the City Council's decision; such as the Fuel Tax
which has to be decided by the County. Cindy Epperson added that
another requirement in the law is to reassess practical issues such as
the land use element if the funding falls short of existing needs.
The Capital Facilities Plan was a collabrative effort where the City's
divisions identified their capital needs. Forecasts of expenditures
and revenue based on historical trends were considered for
reasonableness and existing revenue sources were collected and new ways
to enhance existing revenue sources were explored. John Hanson
explained limitation of indebtedness and types of debt, such as
Councilmatic debt and limited tax debt.
John Hanson explained that the Capital Facilities Plan was done to
finish the GMA process. However, it can amended because it is a
draft document. There was a brief discussion about voted general
obligation bonds relating to irrigation improvements. Mayor Buchanan
commented that special irrigation :.rat 'es for residents, parks, and
schools need to be deleted because they are paying less than the cost
to provide water.
After a considerable amount of discussion concerning the City's
participation in the Urban Reserve Area, the GMA process, affordable
housing issues and the importance of cooperation and willingness
between the City and the County, it was MOVED BY PUCCINELLI, SECONDED
BY KLINGELE, TO ADJOURN THE MEETING AT 8:40 A.M.. The motion carried
by unanimous voice vote.
