2. Open Discussion for the Good of the Order
A. Welcome new City Attorney Sara Watkins
City Manager Harrison stated he is pleased to announce Sara Watkins as the new City
Attorney.
B. Resolution approving extension of Mayoral Proclamation declaring emergency and
order, if the Mayor issues a Proclamation extending the civil emergency proclamation
and order to March 2, 2021 due to COVID-19
The City Clerk read the resolution by title only.
MOTION: Cousens moved and Hill seconded to adopt the resolution. The motion
carried by unanimous vote, Macias and White absent.
RESOLUTION NO. R-2021-011, A RESOLUTION extending the Mayor's Proclamation of
Civil Emergency and Order regarding a state of emergency in the City of Yakima due to the

coronavirus disease 2019 ("COVID-19").
C. Coronavirus (COVID-19) update
City Manager Harrison provided an update on COVID-19's effect on the City.
D. Proclamations
Black History Month
Councilmember Lund proclaimed the month of February 2021 as "BLACK HISTORY
MONTH" in the City of Yakima. Eric Silvers and Ester Huey accepted the proclamation.
3, Council Reports
None.
4. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion —see
motion directly below.)
MOTION: Cousens moved and Lund seconded to approve the consent agenda. The
motion carried by unanimous vote, Macias and White absent.

Ordinance updating Classification and Compensation Plan for City Employees
Section 2.20.100
ORDINANCE NO. 2021-003, AN ORDINANCE relating to City personnel; adopting a
classification and compensation plan for City employees to be effective March 7, 2021; and
repealing all preceding pay ordinances in the City of Yakima Municipal Code.
5. Public Comment
Robert Strader, City resident, shared his ideas for improvements to the traffic issue at 40th &
Chestnut.
Phil Mattoon and Shirley Strader, City residents and Bicycle/Pedestrian Committee members,
offered suggestions about improvements to the traffic issue at 40th & Chestnut.
PUBLIC HEARINGS
6, Closed record public hearing and Resolution to consider the Yakima Planning Commission's
recommendation regarding the preliminary plat of Pottenger's Place submitted by Ray
Novobielski, located at 9711 Tieton Dr
Colleda Monick, Community Development Specialist, briefed Council on the hearing.
Mayor Byers opened the public hearing and, with no one coming forward to speak, closed the
hearing. The City Clerk read the resolution by title only.
MOTION: Cousens moved and Lund seconded to adopt the resolution. The motion
carried by unanimous vote, Macias and White absent.
RESOLUTION NO. R-2021-016, A RESOLUTION approving the Preliminary Long Plat of
Pottenger's Place, an 18-lot subdivision, located at 9711 Tieton Dr.
DEPARTMENT ITEMS
Washington Fruit Community Center Proposed Operation Plan
Ken Wilkinson, Parks & Recreation Manager, briefed Council on the report. Assistant Mayor
Cousens suggested having the Community Integration Committee work on a survey with Parks
and Recreation. Acting Public Works Director Dave Brown stated Public Works Director Scott
Schafer has been working with the Community Integration Committee on the master plan. After
Council discussion,
MOTION: Hill moved and Cousens seconded to terminate the Washington Fruit
Community Center Operation and Maintenance Agreement with Yakima Police
Activities League pursuant to Section 23.1 of the agreement. The motion carried by
unanimous vote, Macias and White absent.
MOTION: Hill moved and Cousens seconded that Yakima Parks & Recreation
Division operate the Beyond The Bell after school program at the Washington Fruit
Community Center and add additional programming for youth, seniors citizens and
adults in cooperation with community partners. The motion carried by unanimous vote,
Macias and White absent.

Randy Beehler, Communications & Public Affairs Director, and Luke Esser, City
lobbyist, provided a legislative session update. Councilmember Funk shared her concerns
about health care services in Yakima.
Status Report of Traffic -Calming along 40th Ave and Chestnut
Joe Rosenlund, Streets & Traffic Operations Manager, briefed Council on the report. After
Council discussion,
MOTION: Cousens moved and Hill seconded to accept the report. The motion carried
by unanimous vote, Macias and White absent.
10. Ordinance adopting Chapter 11.40 2018 International Property Maintenance Code; repealing
Yakima Municipal Code (YMC) Chapters 11.07; 11.10; 11.13; 11.20; 11.46; 11.48; 11.56
Glenn Denman, Code Administration Manager, reviewed a PowerPoint presentation on the
recommended ordinance. After Council discussion,
MOTION: Funk moved to delay this item until the next Council meeting. The motion
died for lack of a second.
MOTION: Cousens moved and Hill seconded to pass the ordinance. After discussion,
the motion failed by a 3-2 vote, Byers, Funk and Hill voting no, Macias and White absent.
MOTION: Hill moved and Funk seconded to table this issue until the next
business meeting and direct staff to answer questions in the interim. The motion carried
by unanimous vote, Macias and White absent.
CITY MANAGER UPDATE
11. Discussion about resuming Council study sessions and identifying a tentative schedule
City Manager Harrison reviewed a study session schedule and suggested a Council retreat at
some point this year.
MOTION: Cousens moved and Lund seconded to approve the opposite Tuesday's for
study sessions with meetings beginning at 5 p.m. The motion carried by unanimous vote,
Macias White absent.
12. Other Business
MOTION: Lund moved and Cousens seconded to add to the next agenda a discussion
on directing staff to create a program to paint crosswalks, using Seattle's Community
Crosswalks program as an example. The motion carried by unanimous vote, Macias and
White absent.
Councilmember Funk requested an update regarding a directive passed at the last meeting to
explore interest in community gardens. Community Development Director Joan
Davenport provided an update.
13. Adjournment
MOTION: Cousens moved and Lund seconded to adjourn to a City Council study
session on February 9, 2021 at 5 p.m. in the Council Chambers at City Hall. The motion
carried by unanimous vote, Macias and White absent. The meeting adjourned at 8:40 p.m.
