HomeMy WebLinkAbout04/09/1996 Adjourned Meeting 494 CITY OF YAKIMA, WASHINGTON APRIL 9, 1996 ADJOURNED MEETING The City Council met in session on this date at 7:00 a.m. at the Yakima Center Board Room, Yakima, Washington, Mayor Lynn Buchanan presiding. Council Members Clarence Barnett, Ernie Berger, John Klingele, John Puccinelli, and Bernard Sims (present after 7:30 a.m.) were also in attendance. Council Member Henry Beauchamp absent and excused. City Manager Zais, Assistant City Manager Rice, Glenn Valenzuela, Director of Community & Economic Development, Jerry Copeland, Public Works Director, David Hussell, Traffic & Operations Manager, Fred French, City Engineer, Dueane Calvin, Interim Water & Irrigation Manager, Don Skone, Planning Manager, Shelley Willson, Supervising Traffic Engineer, Joan Davenport, Supervising Associate Planner, John Elsden, Associate Planner, Cindy Epperson, Accountant, and Deputy City Clerk Skovald were also present. Bob Young with the Central Washington Home Builders Association was also in attendance. Mayor Buchanan opened the meeting and the discussion began. Transportation Element Council Member Barnett asked whether the Comp Plan has been rewritten to reflect changes as requested in the Parsons Plan petition. Dave Hussell distributed a memorandum concerning the system -wide Transportation Level of Service "D" (LOS D) designation and the capacity of the City's current and future street system. There was a considerable amount of discussion concerning the projected transportation flow expected to impact the City's transportation system over the next 20 years. Based on the recommendation of the consultant, it would cost about $59.8 million for improvements to expand the existing transportation system capacity to maintain a LOS D. The funding would depend on what the community will accept to accommodate growth since the level of service could be adjusted as growth occurs and development is considered. The idea was introduced to consider the concept of planning an East /West expressway to accommodate increased traffic expected in the future. Land Use Element I/ There was a considerable amount of discussion about the City's participation in the Urban Reserve Area. Details were discussed and there was an exchange of ideas among Council members about jurisdictional issues, the costs for improvements, the importance of cooperation and willingness, the citizen determination process, and the overlaying consideration of policy issues and solutions necessary to finish the Comp Plan for the City and submit it to the 5 ADJOURNED MEETING - - APRIL 9, 1996 4 9 state for approval. Other issues including service area, the submittal process and the GMA process in general, and services development were also discussed by the Council and staff in attendance.
