CITY OF YAKIMA, WASHINGTON
MARCH 12, 1996
ADJOURNED MEETING
The City Council met in session on this date at 7:00 a.m. at the
Wastewater Maintenance Facility, 205 West Pine Street, Yakima,
Washington. Mayor Lynn Buchanan presiding, Council Members
Clarence Barnett, Henry Beauchamp (present after 7:05 a.m.), Ernie
Berger, John Klingele, and John Puccinelli also in attendance.
Council Member Bernard Sims was absent and excused. City Manager
Zais, Assistant City Manager Rice, Glenn Valenzuela, Director of
Community & Economic Development, . Don Skone, Planning Manager,
Chris Waarvick, Wastewater Superintendent, Doug Mayo, Wastewater
Engineer, John Elsden, Associate Planner, Cindy Epperson,
Accountant, Edna Pettyjohn, Accountant, Marketa Oliver,
Administrative Assistant to the City Manager, and Deputy City Clerk
Skovald were present.
Council Member Barnett requested an opinion from the Legal
Department on right -of -way vacations before the application has
been submitted when the subject is brought up at a meeting about
something else.
Discussion of Wastewater Service in the Urban Area
Glenn Rice provided a brief history of the Four -Party Agreement
that began in the summer of 1976 because of septic tank failures in
the greater Yakima Valley area. The document will be in effect
until 2008 when the original bond will be paid and may continue if
everyone agrees. He reported that Yakima County has requested a
review of the Agreement. After a considerable amount of discussion
concerning the request, it was the consensus of the Council members
present to send a letter to the County asking for their questions.
There was a considerable amount of discussion concerning issues
relating to regional involvement and how to approach the interurban
service area. Chris Waarvick explained -some sewer service issues
within the Capital Facilities Plan and the Yakima Urban Area
Comprehensive Plan draft. Doug Mayo commented about connection
costs to service the area.
I/ Other topics discussed by the Council included the Urban Reserve
Area, the Comprehensive Plan, the Wastewater Treatment Plant
capacity, and the public hearing process. Staff was directed to
prepare a report concerning issues in question from the Draft
Comprehensive Plan to discuss with the Council before the public
hearing takes place.
