SUBJECT: Weekly Issues Report
• NEW HIRES: Community Development Director Steve Osguthorpe and Economic
Development Manager Sean Hawkins begin work on Monday, November 5. I am
excited to have them and think they will do a fabulous job. Please be sure and say
hi to them when you are in City Hall.
• CITY MANAGER LEAVE: I will be out of the office Wednesday, November 7
through Sunday, November 11. Chief Rizzi will be the Acting City Manager in my
absence. I will have my cell phone if you need to reach me or you can contact Cally
and she can contact me.
• MARTIN LUTHER KING JR UNDERPASS: The City Engineering Division has a
• pre -bid scheduled on Wednesday, November 7 at 10:00 a.m. in Council Chambers
for anyone that would like to attend and hear more about the project.

Dear Council Members,
The City of Yakima's Senior /Disabled Emergency Home Repair Program has been more than amazing for me. I was first told
about the Senior paint program which was a real blessing. Then to have so many of my major needs met was just
wonderful. I had started having some of my plumbing fixed, but just couldn't afford the rest and kept having to call them to
come back. This was very stressful. Then the City found that my plumbing was much worse than I even realized. It is
wonderful to have good water pressure and hotter water and know it is draining and venting properly.
My brother and sister -in -law had bought a new toilet and sink and mirror for my bathroom, trying to help. But The aty
workers realized my tub was not just old and unsightly, but also hazardous. The floor was caving and water had leaked. It is
so nice to know that it is not just cosmetic, but things have been reinforced and done correctly. Wow! I sure do enjoy the
cosmetic part also. So clean and nice and the safety bars in the bath. And it is much warmer than before, with the old
window and floors covered properly. Not so cold and drafty.
Speaking of windows, it is amazing to have the new windows and doors. My windows were single pane with drafts all the
time. There were some holes and mold problems. None of them actually opened for fresh air. And I had to tape one of my
exterior doors because of the crack in it. You can imagine my delight when we had a windy day and I actually didn't realize
it. It was quieter and not drafty in the house.
• My new air conditioner in the wall was awesome also. It was installed when it was still really hot and made a huge
difference in being able to sleep well.
The plumbing was a bit stressful. A horrible job and they did it well with a lot of miserably hot weather and a very small
crawl space.
The City workers and all contractors were professional and did very nice work. 1 am very thankful.
I had been facing serious health problems and medical procedures this year starting in January through April. I was focusing
on Power of Attorney, living will, etc. I am doing better and with this wonderful program, I feel like I have my life back.
I believe this program is very important for Disabled Seniors. It is hard to feel like you can't do things and everything is
falling apart. This program really helps with the important upkeep and keeping your home. And also with the Senior's self
esteem.

SUBJECT: 3rd Quarter 2012 Municipal Court Office Statistics
The City of Yakima Municipal Court operation was created in late 1996 and has been an
independent judicial arm of the City since January 1, 1997. The Court adjudicates all traffic
infractions, misdemeanors, and gross misdemeanors cited in the City. The Court operates
41) with two full time Judges, one of whom presides over the Court's activities, and a part time
Court Commissioner. The City Council adopts the Courts budget annually; the Court is
otherwise independent from City Administration.
Following please find summary statistical reports for Municipal Court 2nd Quarter activity
through September 30, 2012. Detailed reports are available from the Office of the Municipal
Court. Prior year totals for 2011 are included for comparison.

is then turned over to collection.

The collection agency is mandated by the state of Washington to write off accounts still owing ten years after the
judgment date due to the statute of limitations. The statute of limitations covers all fines and restitution.
