ADJOURNED MEETING
I/ The City Council met in session on this date at 7:30 a.m. at
the Wastewater Maintenance Facility, 201 West Pine Street,
Yakima, Washington. Mayor Lynn Buchanan presiding, Council
Members Henry Beauchamp, and John Klingele present. Council
Members Clarence Barnett, Ernie Berger, John Puccinelli, and
Bernard Sims absent and excused. City Manager Zais,
Assistant City Manager Rice, Administrative Assistant to the
City Manager Oliver, Doug Mayo, Wastewater Project Engineer,
Chris Waarvick, Wastewater Superintendent, Fred French, City
Engineer, Dueane Calvin, Interim Water & Irrigation
Superintendent, and Acting City Clerk Skovald also present.
Mayor Buchanan welcomed the group and the meeting began.
City Manager Zais provided some background information about
the East Mead Area, annexed to the City of Yakima seven
months ago. Water lines were recently installed to most
properties within the area because it was deemed a health
hazard thereby enabling the City to secure funding for that
project. Mr. Zais directed attention to the recent request
by citizens for sewer service for this area. Council members
have been invited to a meeting with area residents. A report
to the citizens will be prepared and will include viable
options to meet the objective to find a way to provide sewer
service at the lowest cost. Chris Waarvick explained some
details of a cost analysis chart outlined in a report
prepared by Wastewater and Engineering staff. Mayor Buchanan
requested the acronyms included in the chart be refined and
spelled out for clarification. The group then discussed
estimated costs, funding options and the time frame involved
in providing sewer to this area. A predesign report for the
project would still need to be prepared for any application
for federal funding. Mr. Zais emphasized the need to finish
the GMA process to restore eligibility for customary loans
which would put the City in a better position for funding.
The topic of discussion changed to the damage caused by
recent flooding in the area and cost implications for
repairs. Chris Waarvick provided an update on damage to the
dike a€ the Wastewater Plant. He described the effort of the
Wastewater crew to prevent further damage during the flood.
There was also discussion about the FEMA funding application.

Dueane Calvin provided an update on the overflow of the
irrigation canal and snow runoff flooding. He also described
the effort of the crews involved and the problems experienced
during the flood. Following discussion about the application
for FEMA relief, the meeting adjourned at 8:45 a.m.
