• MEMORANDUM
October 25, 2012
TO: The Honorable Mayor and City Council Members
FROM: Tony O'Rourke, City Manager
SUBJECT: Weekly Issues Report
• CITY COUNCIL STUDY SESSION: The City Council has a study session on
Tuesday, October 30 at 10.00 a.m. in Council Chambers.
• GFI STEERING COMMITTEE: This Committee (EttI, Adkison, and Coffey) will be
meeting at 4:00 p.m. on Thursday, November 1 at Central Washington
Comprehensive Mental Health.

be meeting at 6:00 p.m. on Thursday, November 1 at Fire Station 95.
• SEPTEMBER SALES TAX DISTRIBUTION: The September safes tax distribution
numbers have been posted. We received $1,187,999, which is $119,410 or 11%
more than September 2011. Year to date, we are $627,326 or 6% ahead of 2011.
• WASTEWATER CELEBRATION: On October 27, the City of Yakima's wastewater
treatment plant officially turns 75 years old! During the past 75 years, the plant
operation and functions have continually improved for the primary purpose of
improving water quality in the Yakima River and watershed. This facility remains
very important to Yakima and the surrounding areas.
• MEDSTAR DIAL -A -RIDE SERVICE: The agreement with Medstar contains a
provision allowing the contractor to request an adjustment of compensation. Earlier
this year, Medstar submitted a request to the City asking for a 12 7% increase to
cover increased operational expenses. Representatives from Medstar and the City
discussed the request and agreed that a 3.7% increase was acceptable and in
accordance with the CPI and increase in the state's minimum wage The increase
will take effect January 1, 2013 and will be included in the per -trip rates of the
Agreement.

Dear Council Members,
The City of Yakima's Senior /Disabled Exterior Paint Program is such a Blessing. The first thing
I would see when I came home was peeling paint. It brought such a feeling of shame and
hopelessness. I really worried about how this would wear and weaken the frame of my home
as well. I was afraid it was beyond help.
I would try to save money, but with health issues, could not do anything myself. The last ten
years have brought a lot of health problems. Getting older and having these things you just
can't do, often makes you feel hopeless. f still work, but that is hard. And I just could not get
things together to paint my home.
I was not aware of this program, but my sister -in -law had some neighbors using it and made a
call to the city. She knew I really needed this and I often spoke of the need. The application
process was user friendly. I was thrilled to be accepted. I found a color I love, because I saw it
on another home painted from this program, one of their neighbor's homes. I called the city
and they helped me verify the color name and number. That is very much appreciated.
Sometimes I forget and when I come home I see some of the pretty blue and it makes me smile.
I don't feel so ashamed and it is cuter and cleaner. A real face lift.
I believe this program is Great for the Senior and also for the people working in the program. I
was able to meet a few of the young adults and heard comments like " job experience and
helping someone is a win, win situation." I believe it gives them pride in accomplishing
something positive and helping others. And it certainly helped me.
This program is awesome making the neighborhood look nicer and taking away some of the
stress of constantly worrying about it. A real blessing. I don't have to feel ashamed if someone
I know drives by or comes over. And the home looks nicer and newer. Awesome! Thank you
so very, very much.
Sincerely,
fi
