CITY OF YAKIMA, WASHINGTON
JANUARY 23, 1996
ADJOURNED JOINT MEETING
WITH YAKIMA COUNTY AND UNION GAP
The City Council met in session on this date at 7:30 a.m., at the
ESD Conference Center, 33 South 2nd Avenue, Yakima, Washington.
Yakima Council Members present were Mayor Lynn Buchanan and John
Klingele. Council Members absent were Clarence Barnett, Henry
Beauchamp, Ernie Berger, John Puccinelli, and Bernard Sims absent
and excused. City Manager Zais, Assistant City Manager Rice
Administrative Assistant to the City Manager Oliver, and City
Clerk Roberts also present. There being no quorum present, these
minutes are for informational purposes only.
Yakima County Commissioners present were Bill Flower, Bettie
Ingham, and Jim Lewis. Yakima County staff members present were
Dick Anderwald, Planning Department, Dema Harris, Director of
Administrative Services, Ken Ray, Department of Corrections, and
Dan Hesse, Public Works Director. 1
Union Gap Council members present were Mayor Dan Olson, Bill
Ackerman, Nathan Kwak, and Phil Salzman. Union Gap staff members
present were City Manager Paul Burlingame, Assistant City Manager
Kathleen Holscher, and Sherrie Testerman, Executive Secretary.
LEGISLATIVE PRIORITIES
Mr. Rice stated the City's priorities list includes issues which
the City either supports or monitors. Referring to the criminal
justice tax legislation, Commissioner Flower objected to the City
supporting an issue which is detrimental to the County's interest
without discussing it with the County. City Manager Zais explained
the history of the allowable uses of sales tax sharing. This
legislation would allow the City to share some of the revenue from
the 0.1% sales tax the County is seeking to be used for the City's
jail. This led to a discussion about the County's need to fund
regional services such as the juvenile justice center. A shared
concern for cities and counties is the legislation which would
prohibit public agencies from lobbying before the legislature.
UPDATE OF JOINT PRIORITIES
Referencing Item 5, Commissioner Flower stated he would include the
split representation on the board from the cities and fire
districts. Referring to Item 7, Council member Salzman corrected
the name SunTran to PTBA Board. For Item 8, City Manager Zais
stated that Union Gap has not yet made a decision on whether to
participate in the Airport operations. We are still waiting for

approval of the Master Plan from the FAA. Mr. Zais mentioned there
is a study recently completed by YCDA on the airport industrial
site; however, it is not ready for public release. He commented
I/ this is something which could be discussed at a future meeting.
(Council Member Kwak absent after 8:15 a.m.) Commissioner Lewis,
suggested that the Air Terminal Board and Air Terminal Manager make
a presentation at a future Union Gap Council meeting on the status
of the airport clean -up and operations. Regarding Item 10, City
Manager Zais reported the City received a very good rate for the
bonds sold to finance the Yakima Center expansion project. The
architectural design is progressing. He stated he is hopeful that
we will see a positive result in the Legislature for another $5
million for capital funding.
FUTURE TOPICS FOR DISCUSSION
Agenda items scheduled for future joint City /County /Union Gap
meetings: Feb. 27: I -82 Update; emergency preparedness and Valley
Mall Blvd. updates; March 26th: municipal sewer service; and April
23rd: flood hazard and storm water. **
