Mayor Pat I/ Berndt, presiding, Council Members Clarence Barnett, Henry Beauchamp (present after 9:30 a.m.), Ernie Berger, Lynn Buchanan, John Klingele, and Bernard Sims present. Staff members present were City Manager Zais, John Hanson, Director of Finance and Budget, Bob Wheeler, Accounting Manager, City Clerk Roberts, and Deputy City Clerk Skovald. BUDGET WRAP - UP FOR PROPOSED 1996 BUDGET Mayor Berndt opened the meeting and began with the Budgeted Policy Issues. 1996 BUDGET POLICY ISSUES - BUDGETED City Manager's Office Evaluate Council Acrenda Packet Distribution for Potential Cost Savings -- General Fund, Net Savings of $8,000. It was MOVED BY BARNETT, SECONDED BY SIMS, TO ADOPT THE ADDED POLICY ISSUE, WHICH AMENDS THE ORIGINAL POLICY ISSUE TO PROVIDE AGENDA ITEMS FREE OF CHARGE BEFORE THE COUNCIL MEETING AS REQUESTED. Council Member Klingele feels citizens should receive Council packets whenever possible. Mayor Berndt suggested this request be given the opportunity to see if it works. The question was called for a vote on the motion... The'motion carried by a 5 -1 voice vote; Beauchamp absent; Klingele voting nay. Council Added Policy Issue: Eliminate Graphic Layout Costs For Council Annual Report -- Non - Personnel Savings of $800 -- It was MOVED BY BARNETT, SECONDED SIMS, TO ELIMINATE THE GRAPHIC LAYOUT. I/ The motion carried by a 4 -2 voice vote; Beauchamp absent; Berndt and Buchanan voting nay. 375 Adjourned Meeting -- Budget Wrap -Up December 5, 1995 City Clerk Eliminate DA III Position and Create Police and Fire Pension /City Boards Specialist Position -- General Fund, Personnel $2,200. It was MOVED BY BUCHANAN, SECONDED BY SIMS, TO APPROVE. The motion I/ carried by unanimous voice vote; Beauchamp absent. Mayor Berndt pointed out that the title of this position is not indicative of the work. Water /Irrigation and Wastewater Utility Location Specialist $34,060 Annualized Salary and Benefits -- Water, Irrigation, Wastewater Operating Funds, Personnel, 1996 -- $24,550, (Annual $34,000). It was MOVED BY SIMS, SECONDED BY BUCHANAN, TO APPROVE. The motion passed by a 4- 2 voice vote; Beauchamp absent; Berger and Barnett voting nay. Combine 2 Department Assistant Temporary Positions into a Single Permanent Department Assistant Position -- Wastewater Fund, Personnel, $9,000 Net. It was MOVED BY SIMS, SECONDED BY BUCHANAN, TO DENY THE REQUEST. The motion failed by a 3 - voice vote; Beauchamp absent; Barnett, Berger, Klingele voting nay. It was the general consensus of the Council to let the new Council bring this issue up for reconsideration. Restructure Maintenance Mechanics - 1 Less Industrial Maintenance Worker, 1 Additional Industrial Maintenance Mechanic -- Wastewater Fund, Personnel, $4,000. It was MOVED BY BARNETT, SECONDED BY BERGER, TO APPROVE THE REQUEST. The motion carried by unanimous voice vote; Beauchamp absent. Irrigation System Engineering and Rehabilitation Study -- Cumulative Reserve for Cap. Improv., Non - Personnel, $60,000. It was MOVED BY BARNETT, SECONDED BY BERGER, TO APPROVE THE REQUEST. The motion failed by 3- 3 vote; Beauchamp absent; Berndt, Buchanan and Sims voting nay. John Hanson reminded Council that the funds for any budgeted policy issues which failed due to a tied vote will remain in the budget; however, staff won't`be authorized to expend the funds. Council Added Policy Issue: Utility Relocation Costs -- In keeping with past practice, this item has been budgeted in the Water and Sewer Funds as a contingency -- Water and Sewer Funds, Non - Personnel, $80,000. It was MOVED BY SIMS, SECONDED BY BUCHANAN, TO APPROVE THE REQUEST. Council Member Barnett feels this should be kept in the .Water and Sewer Fund. The motion carried by a 4 -2 voice vote; Beauchamp absent; Berger and Barnett voting nay. 2 376 Adjourned Meeting -- Budget Wrap -Up December 5, 1995 Finance Self- Insure Police & Fire Long-Term Care Costs -- Create a Reserve -- General Fund /Fire Pension Fund, Non - Personnel, $50,000 from each Pension Account Per Year Until $400,000 to $500,000 is in Reserve. It was MOVED BY KLINGELE, SECONDED BY BERGER, TO APPROVE THE REQUEST. The motion carried by a 5 -1 voice vote; Beauchamp absent; Sims voting nay. Planning Upgrade DA II to DA III -- General Fund, Personnel, $1,600. It was MOVED BY SIMS, SECONDED BY KLINGELE, TO DENY THE REQUEST. The motion carried by a 5 -1 voice vote; Beauchamp absent; Barnett voting nay. Rebound Seven funding options were provided for the Rebound Plus Program- - It was MOVED BY SIMS, SECONDED BY BERGER, TO CONTRACT WITH THE GANG INTERVENTION COALITION FOR $20,000 NON PERSONNEL FUNDS AND THEY USE THE ALLEY CATS IN THE NEIGHBORHOOD CLEAN UP PROGRAM. The motion carried by unanimous voice vote; Beauchamp absent. Revised Option #6: Contract with Gancr Intervention Coalition for $20, 000 Personnel Funds and use the Alley Cats in the neighborhood Clean Up, without hiring a Code Compliance Officer Convention Center Increase Management Fee -- Convention Center /Op. Res., Non - Personnel, $20,000. It was MOVED BY KLINGELE, SECONDED BY BUCHANAN, TO APPROVE THE REQUEST. Council Members Berger and Buchanan asked what the actual percent of increase is for the wages and when the last increase occurred. Kathy Coffey explained it would be' less than 5% and the last raise was in 1992. The question was called for a vote on the motion. Mayor Berndt suggested this item be tabled until there is a discussion with the Sun Com Board to clarify some misunderstandings. Mayor Berndt and Council Member Barnett reiterated the understanding that this request will come back for consideration after the first of the year. The question was called for a vote on the motion. Council Member Barnett indicated that next year the Council should consider phasing out some of these outside agency requests. Salvation Army (Milroy Park) -- Non - Personnel $5,000. The motion carried by unanimous voice vote; Beauchamp absent. Agricultural Showcase -- Non - Personnel $25,000. It was MOVED BY SIMS, SECONDED BY KLINGELE, TO APPROVE THE REQUEST. Council Member Berger expressed concern about spending taxpayers' money for a trade show for the Agricultural Industry where major dollars should be coming from that community. Council Member Sims feels it brings a lot of money into the community that pays for roads, parks, streets, and fire. Mayor,Ber.ndt emphasized that it is not quite beyond the start =up' phase and reported that .. 'more agricultural businesses will be asked to participate. The question was called for a vote on the motion. The motion carried by a 4 -2 voice vote; Beauchamp absent; Berger and Klingele voting nay. Substance Abuse Coalition -- Non - Personnel $14,860. It was MOVED BY BERGER, SECONDED BY BARNETT, TO REDUCE THE REQUEST BY 2.5% FOR A FUNDING AMOUNT OF $14,488.50. The motion carried by a 4 -2 voice vote; Beauchamp absent; Berndt and Sims voting nay. Mayor Berndt feels that the total amount should have been funded. Sunfair Association -- Non - Personnel $1,000. It was MOVED BY BARNETT, SECONDED BY KLINGELE TO APPROVE. The motion failed by a I/ 3 -3 vote; Beauchamp absent; Berndt, Buchanan, and Sims voting nay. There were comments and discussion about this budgeted;'but not authorized request, which should be discussed further after the first of the year. 4th of July Committee -- Non - Personnel $8,000. Customer Services Council Added Policy Issue: Request to provide against credit on their water bills for citizens on home dialysis -- see memorandum dated Nov. 20, 1995 attached. Water Fund, Non - Personnel $350 to $400 - Projected Annual Revenue Reduction. It was MOVED BY BARNETT, SECONDED BY BERGER, TO APPROVE. The motion carried by unanimous voice vote; Beauchamp absent. Reinstate Parking Checker (Lead) Position -- General Fund /Parking Revenue, Personnel $35,000 Annualized, Non - Personnel Revenue $25,000 to $30,000. Council Member Sims recommended that amended parking charges come back for both on- street and parking lots in early 1996. Capitol Theatre Increase Professional Services to Augment Costs of Facility Utilization and Maintenance -- Hotel /Motel Transient Room Tax /Operating Reserves; Non - Personnel Budgeted $5,000, Unbudgeted $4,750. This item was voted on earlier under Budgeted Policy issues. Transit Increase Dial -A -Ride Fare to $1.00 from $.35 -- Trans Ops., Non - Personnel Revenue $41,000, Expenditure Savings $56,000. It was MOVED BY BERGER, SECONDED BY BARNETT, TO DENY THE REQUEST. The motion carried by a 4 -2 voice vote; Sims and. Buchanan voting nay. Yakima Interurban Lines -- 1996 Grant Application /Local Street -- Trolley Fund /UNK or General Fund, Non - Personnel $74,000 Projected current balance available in Trolley Fund at Year -end 1996 -- , $46,000. It was MOVED BY SIMS, SECONDED BY BUCHANAN, TO APPROVE THE REQUEST FOR $74,000. There was discussion about the current -I/ balance in the Trolley Fund and the need to leave funds in that account to pay for right -of -way perfection costs. Mayor Berndt reiterated that it was the understanding of the Council that there will be $53,000 in the General Fund and $21,000 in the Trolley Fund. The question was called for a vote on the motion. It was MOVED BY BERGER, SECONDED BY BUCHANAN, TO DENY THE REQUEST. The motion failed by a 3 - 4 voice vote; Sims, Klingele, Beauchamp, and Berndt voting nay. It was MOVED BY BUCHANAN, SECONDED BY SIMS, TO APPROVE FOR ONE YEAR THE AMOUNT OF $7,600. After discussion to clarify the I/ motion, the question was called for a vote on the motion. The motion carried by a 6 -1 voice vote; Berger voting nay. Yakima All America Festival /Alt. Transportation Education Program -- Commute Trip Reduction Funds in Growth Management Fund if legal test is met. Non - Personnel $55,000. It -was MOVED BY SIMS, SECONDED BY KLINGELE, TO DENY THE REQUEST. There was a considerable amount of comments, questions and discussion about this issue. The question was called for a vote on the motion. The motion carried by a 6 -1 voice vote; Beauchamp voting nay. After a brief discussion about whether or not to revisit the policy issues which failed due to a tie vote, it was MOVED BY BUCHANAN, SECONDED BY KLINGELE, TO REVISIT THE TIE VOTES SINCE COUNCIL MEMBER BEAUCHAMP IS NOW PRESENT. The motion carried by a 6 - 1 voice vote; Berger voting nay. It was MOVED BY BARNETT, SECONDED BY BUCHANAN, TO WAIVE THE RECONSIDERATION PROCEDURES. The motion carried by unanimous voice vote. Irrigation System Engineering and Rehabilitation Study -- Cumulative Reserve for Cap. Improv., Non - Personnel $60,000. It was MOVED BY BARNETT, SECONDED BY BERGER, TO APPROVE THE REQUEST. Council Member Klingele pointed out that the scope of the study should also include the canal and various private systems instead of just the present irrigation system. Council Member Buchanan feels the money should be spent to put the pipes in the ground, not just do a study. Council Member Beauchamp explained he was originally strongly opposed to this issue, but now feels there is value to the study. The question was called for a vote on the motion. The motion carried by a 4 -3 voice vote; Berndt, Buchanan, and Sims voting nay. Increase Professional Services to Augment Costs of Facility Utilization and Maintenance -- Hotel /Motel Transient Room Tax/ Operating Reserves, Non - Personnel Unbudgeted $4,750. It was MOVED BY BARNETT, SECONDED BY KLINGELE, TO APPROVE THE REQUEST. The motion carried by a 4 -3 voice vote;. Berndt, Buchanan, and Sims voting nay. Mayor Berndt recognized the hard work of staff and others who put this budget together. City Manager Zais reported the committee evaluated the indigent defense proposal, and depending upon their recommendation, eight or nine thousand dollars might be added to the budget. This item will be on the Agenda for December 19th. Council Member Barnett pointed out that there needs to be some consideration as to whether specifications were met or not. There was continued discussion among Council members and staff concerning this issue. It was MOVED BY BUCHANAN, SECONDED BY SIMS, TO DIRECT STAFF TO PREPARE THE ORDINANCE TO APPROVE THE 1996 BUDGET. The motion carried by unanimous voice vote. After Council Member Barnett commented about a meeting on the Foreign Trade Zone that neither the City nor the County had attended, and Council Member Sims called a Council Transit Sub Committee meeting to follow this meeting, it was MOVED BY BUCHANAN, SECONDED BY SIMS, TO RECESS AT 9:45 A.M.
