HomeMy WebLinkAbout11/21/1995 Adjourned Meeting 350 CITY OF YAKIMA, WASHINGTON NOVEMBER 21, 1995 ADJOURNED MEETING - BUDGET REVIEW The City Council met in session on this date at 9:00 A. M. in the Council Chambers at Yakima City Hall, Yakima, Washington. Council members present were Mayor Pat Berndt presiding, Clarence Barnett, Henry Beauchamp, Ernie Berger, and Lynn Buchanan. Council Member Bernard Sims absent and excused. Assistant City Manager Rice, Director of Finance & Budget I/ Hanson, Accounting Manager Wheeler, Accountant Tim Jensen and City Clerk Roberts were also present. PUBLIC WORKS DEPARTMENT Mayor Berndt opened the meeting to review the Public Works Department's budget. Public Works Director Jerry Copeland introduced Transit Planner and Administrative Assistant to the Director John Haddix. Administration Division Mr. Haddix reported this budget amount is about 2% less than the 1995 budgeted amount. Council Member Barnett requested that the budgeted Department Assistant position change from 3/4 time to full -time be brought to Council as a policy issue. Streets and Traffic Engineering Operations Division Dave Hussell, Street and Traffic Operations Manager, was available to respond to questions. He also outlined the policy issue in the Traffic Operations Division to add a Signal /Electrical Technician III and eliminate a Signal /Electrical Technician II. Another policy issue is an upgrade to the Street Fund Program. Council Members indicated that fixing street potholes is a priority of this budget. Transit Division Bill Schultz, Transit'Manager, introduced John Haddix and Karen Allen, who were available, to respond to questions about the Transit budget. Mr. Schultz explained the $135,000 I/ proposed expenditure in the Transit Capital Fund to purchase two non - revenue vehicle replacements and for refurbishment of older buses. Refuse and Recyclinc Division Nancy Gaudette, Refuse and Recycling Manager, distributed supplemental information responding to Council Member Barnett's questions relating to the Refuse budget. Following review of the policy issue to retain an existing Refuse 351 NOVEMBER 21, 1995 Ua,Y`f , sideloader scheduled for replacement, it was the general consensus to have.staff.prepare a new,.,policy issue to replace the refuse truck. A request was made to change next year's budget to reflect accounts and not bins or cans in the productivity information. Council also requested a correction on page 404 to eliminate "proposed" since there is I/ no rate increase in 1996 for residential service. Equipment Rental and Revolving Division Don Toney, Fleet Manager, was available to respond to questions regarding his proposal to underfill the Fleet Attendant position with a Department Assistant II position on an interim basis. This proposal would require that all services on sedans and light trucks be contracted to a private service provider. The Council recessed for five minutes and resumed the meeting at 10:40 a.m. Parks and Recreation Division John Williamson, Parks and Recreation Manager, was available to respond to questions and distributed a listing of organizations, clubs and agencies involved with the Parks and Recreation Division to provide services to the public. Tom Hurson, Parks and Recreation Commission Member, was also available to respond to questions. Police Chief Blesio, Gene Rostvold, Yakima School District, and Ester Huey, Substance Abuse Coalition, spoke in support. of funding the Yakima Gang Prevention and Intervent {oh''Coalition and Summer Youth Programs. Assistant City Manager Rice advised Council that a policy issue is being prepared to place some of the functions of the Rebound Plus Program under Parks and Recreation.
