CITY OF YAKIMA, WASHINGTON
APRIL 11, 1995
ADJOURNED MEETING
The City Council met in .session on this date at 7:00 a.m. in the
Board Room at the Yakima Center for informal discussion among
Council members. Council Members present were Mayor Pat Berndt
presiding, Clarence Barnett, Henry Beauchamp, Ernie Berger, Lynn
Buchanan, and Bernard Sims. Council Member William Brado was
absent and excused. Staff members present were City Manager Zais,
Assistant City Manager Rice, Glenn Valenzuela, Director of
Community and Economic Development, Doug Dodd, Water & Irrigation
Manager, Gene Martin, Deputy Fire Chief, Don Skone, Planning
Division Manager, Joan Davenport, Supervising Associate Planner,
Bruce Benson, Associate Planner, and Deputy City Clerk Skovald.
Mayor Berndt opened the meeting and invited discussion about
general issues. Council members briefly discussed the irrigation
issue. There was a request to include irrigation district numbers
on the irrigation maps.
Fruitvale Annexation Stratecgv
Bruce Benson provided detailed information about six area profiles
within the Fruitvale Annexation area. He referenced maps and
charts to define the areas not receiving municipal water and sewer
service. The staff recommendation is to create a series of smaller
annexations within the larger areas instead of a whole area
annexation. This would accommodate property owners who want to be
annexed, would result in more timely annexations, would be less
expensive to process, and would prevent inherent difficulties
experienced during large annexations. Mr. Benson explained the
annexation procedure to implement such small annexations with
completion expected within several years. He reported that the
current service agreement for fire and EMT services for unannexed
portions of the former Fruitvale FPD #10 will expire at the end of
1996. A method of contracting continued fire protection needs to
be found, particularly for areas where annexation is not
immediately feasible. Although portions of this area have water

service and sewer service, the rest of the area is rural and
utilizes private wells and septic tanks and has an absence of fire
hydrants. There was a considerable amount of discussion concerning
waterline extension into the former Fruitvale FPD #10 area,
including potential costs associated with these improvements. If
this was done, impacts on water rates as well as the impact on the
fire rating would need to be determined.

Gene Martin, Deputy FireChief, refer'en`ced his report on hydrant
needs for the proposed annexation area. He explained there is a
variety of service delivery needs for remote areas and for rural
habitat areas in transition to urban interface. New water mains
need to be installed to provide required fire flows for both
I/ residential and industrial areas. Further study of both existing
conditions and future service demands is needed to assess costs and
determine the feasibility of the recommendations to add water mains
and fire hydrants in this area. There was a considerable amount of
discussion concerning the need to anticipate fire protection
service needs and efficient service delivery for the Fruitvale
Annexation area. With an emphasis on input from affected property
owners, discussion continued concerning the need to develop a
mechanism to develop a contract for continued fire protection
services for the unincorporated areas within the dissolved FPD# 10
area, particularly where annexation is not expected to happen in
the near future.
Other topics of discussion included GMA impacts in this area and
the Annexation Economic Analysis of General Government Services
contained in the report.
Preliminary Alternatives for Council Redistricting
Joan Davenport reported that a series of preliminary alternatives
for redistricting have been prepared for City Council review in
order to equalize populations within the four Council Districts.
Due to recent annexationsand_ , :pursuant to the City Charter,
redistricting is necessari`'since there has been a change in
population by ten percent or more. The last redistricting occurred
in 1991. She explained the methodology of redistricting, reviewed
four proposed options, and explained the probable impacts of
predicted future population growth. The Council members took an
informal poll, with Option #1 being preferred by four of the six
Council members present.
Discussion Regarding Draft Critical Areas Ordinance
Council members discussed the requirement to develop critical area
classification, designation, and protection standards' required by
the Washington State Growth Management Act. Discussion began about
I/ two draft ordinances provided in the Council packet; one was very
detailed with specific development regulations, and the other one
provided protection authority only. After discussion about Public
Works Trust Fund eligibility requirements impacted by the
regulation development requirement, staff was directed to prepare a
modified version of the Critical Areas Ordinance with minimum
standards developed.
