HomeMy WebLinkAbout12/22/1994 Special Meeting 7.4 CITY OF YAKIMA, WASHINGTON DECEMBER 22, 1994 SPECIAL MEETING The City Council met in session on this date at 2:00 p.m., in the Council Chambers of City Hall for a special meeting, Mayor Pat Berndt, presiding, Council Members Clarence Barnett, Henry Beauchamp, Ernie Berger, Bill Brado, Lynn I/ Buchanan, and Bernard Sims present on roll call. City Manager Zais, City Attorney Paolella, and City Clerk Roberts also present. 1. RECONSIDERATION OF MANAGEMENT COMPENSATION LEGISLATION FOR 1995: A. MOTION TO REMOVE ITEM FROM THE TABLE It was MOVED BY SIMS, SECONDED BY BARNETT, TO REMOVE THE ITEM FROM THE TABLE. The motion carried by unanimous voice vote. B. ORDINANCE AMENDING THE CLASSIFICATION AND COMPENSATION PAY PLAN FOR CITY MANAGEMENT, SUPERVISORS, AND EXEMPT EMPLOYEES Ordinance No. 94 -82, having been read by title, it was MOVED BY SIMS, SECONDED BY BUCHANAN, THAT THE ORDINANCE BE PASSED. Following clarification of the compression adjustment, the question was called for a vote on the motion. The motion carried by 4 -3 roll call vote; Barnett, Berger and Brado voting nay. Council Member Barnett stated he has a problem with the compression adjustment; Council Member Berger referenced his vote on the individual components of the proposal during the initial discussion; and Council Member Brado commented he voted nay to represent the constituents who voted for Initiative 601 to cut government spending. ORDINANCE NO. 94 - 82, AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective January 22, 1995; amending Subsections 2.20.100 A, 2.20.100 B, 2.20.100 D, 2.20.110 A, 2.20.110 B, 2.20.110 C, 2.20.110 D, 2.20.110 E, 2.20.110 H, 2.20.110 I, and 2.20.110 L; all of the City of Yakima Municipal Code. 5 DECEMBER 22, 1994 SPECIAL MEETING 7 C. ORDINANCE AMENDING COMPENSATION AND BENEFITS PLANS FOR MANAGEMENT, SUPERVISORY AND UNION EXEMPT EMPLOYEES Ordinance No. 94 -83, having been read by title, it was MOVED BY SIMS, SECONDED BY. BUCHANAN, THAT THE ORDINANCE BE I/ PASSED. Responding to Council Member Beauchamp's comments, City Manager Zais remarked that the longevity adjustment at 24 years of service is patterned after a clause in the public safety bargaining groups' contracts. The question was called for a vote on the motion. The motion carried by 4 - 3 roll call vote; Barnett, Berger and Brado voting nay. ORDINANCE NO. 94 - 83, AN ORDINANCE relating to City personnel; and amending the compensation and benefits plans for management, supervisory, and union - exempt personnel. 2.
