HomeMy WebLinkAbout12/13/1994 Adjourned Meeting 53 CITY OF YAKIMA, WASHINGTON DECEMBER 13, 1994 I/ Police Station /Legal Center Ground Breaking The official ground breaking ceremony for the new Police Station /Legal Center was held at 1:30 p.m. on the site located at Third Street and Walnut Avenue. * * * * * * * * * * * * * * * * * * * CITY OF YAKIMA, WASHINGTON ADJOURNED JOINT MEETING DECEMBER 13, 1994 The City Council met in session on this date at 2:30 p.m., in the Council Chambers at City Hall, Yakima, Washington. Council Members present were Mayor Pat Berndt, Clarence Barnett, Ernie Berger, Bill Brado and Lynn Buchanan. Council Member Bernard Sims was absent and excused. Staff members present were City Manager Zais, Assistant City Attorney Larry Peterson and City Clerk Roberts. Yakima County Commissioners Charles Klarich and Jim Lewis were also present. Discussion Of Amendments To The Urban Area Zoning Ordinance This being the time set for the public meeting, Commissioner Klarich called the meeting to order. Public testimony has been considered and written items have been reviewed from a number of public hearings concerning the proposed amendments. Mr. Klarich explained the next step in the process is to discuss each "of the proposed amendments and either . adopt, reject, modify or remand them back to the Planning Commission. I/ Mayor Berndt expressed frustration with the attitude of some of the members of this body toward some of the neighborhood groups. Their concerns and ideas need to be heard since they are the consumer who pays the price of increased rent as well as the beneficiaries that gain from better neighborhoods. She was also disappointed with the letter from the Home Builders Association rejecting previously agreed to compromises, but feels their interests should also be taken into consideration. She reiterated her statement frdm, an earlier public hearing that if these amendments are not the best way to address these concerns, a better way should be found. She recommended that all of the amendments that have been put forth by the neighborhood groups be • 54- ADJOURNED JOINT MEETING -- DECEMBER 13, 1994 put aside temporarily and a committee be formed. It should represent the Council, the neighborhoods and the building community with the objective being to determine exactly what the issues are, how these issues impact the neighborhoods, and what can be done to help mitigate those impacts. After a considerable amount of discussion concerning Mayor Berndt's request, it was MOVED BY LEWIS, SECONDED BY KLARICH, TO TABLE AMENDMENTS NO. 1 THROUGH 6 TO BE STUDIED 1/ SPECIFICALLY BY THE CITY OF YAKIMA AND YAKIMA COUNTY, THE HOME BUILDERS ASSOCIATION AND THE NEIGHBORHOOD GROUPS FOR POSITIONAL WORK ON THOSE PROPOSED CHANGES. The motion passed unanimously by the Board of County Commissioners. It was MOVED BY BEAUCHAMP, SECONDED BY BERNDT, TO TABLE AMENDMENTS NO. 1 THROUGH 6 TO BE STUDIED SPECIFICALLY BY THE CITY OF YAKIMA AND YAKIMA COUNTY, THE HOME BUILDERS ASSOCIATION AND THE NEIGHBORHOOD GROUPS FOR POSITIONAL WORK ON THOSE PROPOSED CHANGES. The motion carried by unanimous voice vote; Sims absent. Commissioner Klarich called for discussion on Amendment No. 7. Commissioner Lewis explained Amendments Nos. 7, 8, 9 and 10 have been agreed upon and are specifically for the purposes of housekeeping measures. It was MOVED BY LEWIS, SECONDED BY KLARICH, TO ADOPT AMENDMENT NO. 7 AS PROPOSED. The motion passed unanimously by the Board of County Commissioners. It was MOVED BY BUCHANAN, SECONDED BY BEAUCHAMP, TO ADOPT AMENDMENT NO. 7 AS PROPOSED. The motion carried by unanimous voice vote; Sims absent. It was MOVED BY LEWIS, SECONDED BY KLARICH, TO ADOPT AMENDMENT NO. 8 AS PROPOSED. The motion passed unanimously by the Board of County Commissioners. It was MOVED BY BRADO, SECONDED BY BUCHANAN, TO ADOPT AMENDMENT NO. 8 AS PROPOSED. The motion carried by unanimous voice vote; Sims absent. After a brief discussion concerning changes in the proposed language, it was MOVED BY LEWIS, SECONDED BY KLARICH, TO ADOPT AMENDMENT NO. 9, AMENDING THE WORDING TO INCLUDE CHANGING THE WORDS EXISTING GRADE TO FINISHED GRADE; AMENDING THE REFERENCE THE FOUNDATION SHALL BE INSTALLED IN COMPLIANCE WITH THE FHA REQUIREMENTS TO IN COMPLIANCE WITH THE WASHINGTON ADMINISTRATIVE CODE. The motion passed unanimously by the Board of County Commissioners. It was MOVED BY BARNETT, SECONDED BY BRADO, TO ADOPT AMENDMENT NO. 9, AMENDING THE WORDING TO INCLUDE CHANGING THE WORDS EXISTING GRADE TO FINISHED GRADE; AMENDING THE REFERENCE THE FOUNDATION SHALL BE INSTALLED IN COMPLIANCE WITH THE FHA REQUIREMENTS TO IN COMPLIANCE WITH THE WASHINGTON ADMINISTRATIVE CODE.
