A RESOLUTION Adopting scientific documents required to update the City of Yakima's 1974
Shoreline Master Program
WHEREAS, Washington State adopted the Shoreline Management Act (RCW 90 58) in
1971 which requires local jurisdictions to prepare and adopt a Shoreline Master Program (SMP)
that is based on state laws and rules; and
WHEREAS, the City of Yakima in response to the state's Shoreline Management Act
adopted and has been utilizing Yakima County's Shoreline Master Program since 1974; and
WHEREAS, RCW 90 58.80 now requires that the City of Yakima update its shoreline
master program by December 1, 2013, and
WHEREAS, the City of Yakima participated in Yakima County's regional Shoreline
Master Program update process from July 1, 2005, until December 2007 where due to
differences in adoption procedures the City was unable to adopt Yakima County's regional
Shoreline Master Program, and
WHEREAS, the City of Yakima was awarded a grant (Grant No: G1200051) from the
Washington State Department of Ecology which became effective on January 1, 2012, to
complete the City's update of its Shoreline Master Program, and
WHEREAS, the City of Yakima Planning Division has completed Task 1 of the Shoreline
Master Program update process (development of a public participation plan, and preliminary
identification of shoreline jurisdiction); and
WHEREAS, Task 2 of the update process requires the City Planning Division to conduct
a complete Shoreline Inventory, Shoreline Analysis, and Shoreline Inventory and
Characterization Report; and
WHEREAS, the above mentioned documents were prepared by Yakima County on the
City's behalf as a regional partner in the Yakima County Shoreline Master Program update
process; and
WHEREAS, the City of Yakima Planning Division, deems it to be in the best interest of
the City to not duplicate required scientific documentation saving the city the time and the
expense of restudying the cities shoreline environments; and
WHEREAS, the Yakima City Council finds it in the best interest of the City to adopt by
reference Yakima County's Review of Best Available Science For Inclusion in Critical Areas
Ordinance Update October 2006, Yakima County Shoreline Characterization Final Draft Report,
August 2005, and Yakima County's Justification For Shoreline Environmental Designation
Changes, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City of
Yakima hereby adopts by reference: Yakima County's Review of Best Available Science For
Inclusion in Critical Areas Ordinance Update, October 2006, Yakima County Shoreline
Characterization Final Draft Report, August 2005, and Yakima County's Justification For
Shoreline Environmental Designation Change, true and correct copies of which are on file in
the city Clerk's Office.
ADOPTED BY THE CITY COUNCIL this 16th day of October 2012.

SUMMARY EXPLANATION:
The City of Yakima was awarded a grant (Grant No: G1200051) from the Washington State
Department of Ecology which became effective on January 1, 2012, to complete the City's
update of its Shoreline Master Program. Thus far the City of Yakima Planning Division has
completed Task 1 of the Shoreline Master Program update process which required
development of a public participation plan, and preliminary identification of shoreline
jurisdiction. In order to continue to receive grant funding and remain on schedule the City of
Yakima must complete Task 2 of the update process. Task 2 requires the City to adopt the
Shoreline Inventory, Shoreline Analysis, and Shoreline Inventory and Characterization
Report prepared by Yakima County on the City's behalf as a regional partner in the Yakima
County Shoreline Master Program update process.
