1. Roll Call
Council: Mayor Patricia Byers, presiding, Assistant Mayor Holly Cousens and
Councilmembers Kay Funk, Soneya Lund and Eliana Macias (all attending via Zoom)
Staff: City Manager Robert Harrison, City Attorney Jeff Cutter and City Clerk Sonya Claar Tee
Absent: Councilmember Brad Hill (excused) and Councilmember Jason White
2. Open Discussion for the Good of the Order
A. Proclamations
i. Homeless Persons Memorial Proclamation
Councilmember Funk proclaimed Saturday, December 21, 2020, as "Homeless Persons'
Memorial Day."
B. Presentations/ Recognitions/ Introductions
i. Recognition of Bob Desgrosellier for 40 Years of Service with the City of
Yakima
Scott Schafer, Public Works Director, introduced and recognized Bob Desgrosellier for 40
years of service to the City of Yakima.
3. Council Reports
A. Consideration of an ad hoc committee with three councilmembers and staff to work
on the process of events in the City of Yakima
Assistant Mayor Cousens reported on her request to review the policy related to community

events. After Council discussion,
MOTION: Cousens moved and Funk seconded that Cousens and Byers work on an ad
hoc committee to review events across the City. The motion carried by unanimous vote,
Hill and White absent.
B. Consideration of directing the City Manager to conduct an analysis of the
Washington Fruit Community Center (WFCC) facility, identify community
programming needs, and provide options on how to meet them with a report to the
City Council at the January 19, 2021 City Council meeting
Councilmember Macias stated she would like a review of events held at the WFCC and see if
there are additional programs to fit community needs. After Council discussion,
MOTION: Macias moved and Cousens seconded to direct the City Manager to
conduct an analysis of the Washington Fruit Community Center (WFCC) facility,
identify community programming needs, and provide options on how to meet them
with a report to the City Council at the January 5, 2021 City Council meeting. The
motion carried by unanimous vote, Hill and White absent.
4. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion-see
motion directly below.)
MOTION: Cousens moved and Lund seconded to approve the consent agenda. The
motion carried by unanimous vote, Hill and White absent.
Mayor Byers and Council members thanked Chief Markham and commended the Fire
Department for their work outlined in the annual report.
A. Approval of minutes from the December 1, 2020 City Council regular meeting
B. Approve payment of disbursements for the period November 1 -30, 2020
C. 2019 Annual Report for the Yakima Fire Department
D. Project Completion and Contract Acceptance for Belsaas & Smith Construction,

E. Resolution authorizing an indigent defense contract with Troy Lee and Associates

H. Resolution authorizing the Yakima Downtown Development and Promotion
Agreement with the Downtown Association of Yakima (DAY)
RESOLUTION NO. R-2020-146, A RESOLUTION authorizing the Yakima Downtown
Development and Promotion Agreement with the Downtown Association of Yakima.
I. Ordinance amending the 2020 Budget for the City of Yakima; and making
appropriations from Unappropriated Fund Balances within various Funds for
expenditure during 2020 for various purposes (Second Reading)
ORDINANCE NO. 2020-036, AN ORDINANCE amending the 2020 Budget for the City of
Yakima ; and making appropriations from Unappropriated Fund Balances within various funds
for expenditure during 2020 for various purposes described in the attached Schedule.

5. Closed record public hearing and Resolution to consider the Yakima Planning Commission's
recommendation regarding the preliminary plat of Aspen Estates, submitted by Aspen Estates
LLC, located in the vicinity of S 60th Ave and W Washington Ave
Trevor Martin, Associate Planner, briefed Council on the hearing. Mayor Byers opened the
public hearing and , with no one calling in to speak, closed the hearing. After discussion ,

MOTION: Cousens moved and Macias seconded to adopt the resolution. The motion
carried by unanimous vote , Hill and White absent.
RESOLUTION NO. R-2020-147, A RESOLUTION approving the Preliminary Long Plat of
Aspen Estates, a 105-lot subdivision, located in the Vicinity of W. Washington Ave. and S. 60th
Ave.
6. Public hearing on 6-month moratorium of Class 2 and Class 3 land use applications in the R-3
zoning district
Sara Watkins, Senior Assistant City Attorney, briefed Council on the hearing.
Mayor Byers opened the public hearing and, with no one calling in to speak, closed the
hearing . After discussion,
MOTION: Cousens moved and Lund seconded to adopt the recitals set forth in the
moratorium ordinance, Ordinance Number 2020-030 adopted on November 17, 2020,

as the findings of fact for the moratorium. The motion carried by unanimous vote, Hill and
White absent.
DEPARTMENT ITEMS ·
7. Program recommendations for additional CD BG-CV funds
Scott Schafer, Public Works Director, reported on program recommendations for additional
CDBG-CV funds. After Council discussion,
MOTION: Funk moved and Cousens seconded to accept and endorse the report. The
motion carried by unanimous vote, Hill and White absent.
Council members discussed options for remaining funding including supporting Meals on
Wheels, local food banks and transportation of fragile seniors. Joan Davenport, Community
Development Director, discussed how to facilitate these options.
MOTION: Funk moved and Cousens seconded that we request staff to prepare a
report on allocation of the remaining money at our next meeting and specify what
agencies will receive funding, Meals on Wheels, food banks and/or transportation for
fragile seniors. The motion carried by unanimous vote, Hill and White absent.
8. Resolution authorizing a Facilities Rental Agreement with The Seasons Performance Hall to
host the City of Yakima Community Diversion Program through DeGember 2021
Cynthia Martinez, Senior Assistant City Attorney, briefed Council on the agreement. After
discussion,

MOTION: Cousens moved and Funk seconded to adopt the resolution. The motion
carried by unanimous vote, Hill and White absent.
RESOLUTION NO. R-2020-148, A RESOLUTION authorizing a Facilities Rental Agreement
with the Seasons Music Festival for the use of the Seasons Performance Hall to host the City
of Yakima Community Diversion Program through December 2021.

Other Business
Councilmember Funk asked about the Housing Action Plan. City Manager Harrison reported

he will be sending an update to Council later this week.
11. Adjournment
MOTION: Cousens moved and Funk seconded to adjourn to the next City Council
regular meeting on January 5, 2021, at 5:30 p.m. at City Hall. The motion carried by
unanimous vote, Hill and White absent. The meeting adjourned at 6:54 p.m.
