HomeMy WebLinkAbout11/15/1994 Adjourned Meeting 488 CITY OF YAKIMA, WASHINGTON NOVEMBER 15, 1994 ADJOURNED MEETING The City Council met in session on this date at 8:40 a.m., in the Council Chambers of City Hall, Mayor Pat Berndt, presiding, Council Members Clarence Barnett, Ernie Berger, Lynn Buchanan, and Bernard Sims present. Council Members Henry Beauchamp and Bill Brado absent and excused. City Manager Zais, City Attorney Paolella, and Deputy City Clerk Skovald also present. City Manager Zais presented an overview of recently experienced problems with project bids for the Police Station /Legal Center. The architect and staff are currently in the process of resolving the problems. Referencing a complete report on the five or six major categories where the bids went over the estimates, Richard Robb, Architecture Associates, explained why the discrepancies have occurred. He also indicated more research is needed to determine why the initial estimate was so low. City Manager Zais listed some minor changes to cut costs. He also indicated a major cut would include the onsite retention system for storm water drainage with utilization of the existing storm drainage system in the downtown area. City Manager Zais briefly reviewed the history of the funding for the project and reviewed four categories where the shortfall could be made up. Those include interest from bond sale revenue; the one - tenth of one percent criminal justice tax, jail costs savings, sewer capital funds, and reimbursement from jail beds from the County jail facility, although there are some issues still pending to come to final settlement with Yakima County. He suggested an interfund loan, (Equipment Rental Fund) to secure financing until that is accomplished. The period of the loan would be up to three years and would not be issued until necessary. There was consensus among Council members to bring back the resolution on award of the bid next week.
