For Meeting of: February 2, 2021 ITEM TITLE: Washington Fruit Community Center Proposed Operation Plan SUBMITTED BY: Scott Schafer, Director of Public Works Ken Wilkinson, Parks & Recreation Manager, 509 576 6416 SUMMARY EXPLANATION: The Yakima City Council directed City staff to bring back a proposal to City Council to manage and program the Washington Fruit Community Center based on the City's Harman Center model, primarily using City staff for management, allowing for third party partners and community input on all future programming to include budgetary impacts of the proposed change. Yakima Parks and Recreation has a long history of providing recreation programs and facilities for the City. Yakima Parks & Recreation had previously provided senior citizen programming for the Northeast section of Yakima starting in the early 1970's at the now Washington Fruit Community Center. The senior citizen programming ended in 2004 when the Harman Center was opened. YPAL and other organizations offered programming at the center since 2004. Staff is extremely excited at the possibility of providing quality, low-cost programs and activities to the Miller Park neighborhood serving youths, adults and seniors. As indicated in the proposal, there would not be any additional costs associated with housing Parks & Rec staffing within the Washington Fruit Community Center as those positions are already budgeted for 2021. Yakima Parks and Recreation has long history ofproviding recreation programs and facilities for the city. Yakima Parks Q Recreation had provided senior citizen programming for the Northeast section ofYakima starting in the early l97O'sat the now Washington mg Fruit Community Center, however,the City received a $4 million-dollar donation from the Harman Foundation to build a new senior center. The ' Harman Center was opened in2UU4. This ended Washington Fruit Community Center the senior programming at the Washington Fruit Community Center. The Harman Center was built on land donated by the Clevenger family which is now known asGaiUemnPark. Yakima Parks and Recreation has also been providing recreation programming for children for many years, Much ofthe indoor youth programming has been within the Yakima School District buildings. The Beyond the Bell after school program for elementary age students began in2OlD. Prior to the Beyond the Bell program, The Yakima Parks & Recreation Division utilized AmeriCorps workers to run programs at various Yakima Elementary Schools. Hoover,Adams and Garfield Elementary Schools housed these after school programs. The Yakima School District received a grant to provide programs within these schools utilizing their own staff. At that time Roosevelt Elementary School was chosen by the Yakima School District as the best location for the Beyond the Bell program. The Yakima Parks& Recreation Division has long been hoping to be able to return programs to the Northeast section of Yakima. Many wf the children served by the Beyond the Bell program live in this area. Having a facility to program as needed tobest serve the various populations is very desirable. Operating the Beyond the Bell program inanother organization's facility has been frustrating at times, due to school functions taking precedent over Yakima Parks and Recreation programs. Moving the program to the Washington Fruit Community Center will eliminate these issues, The proposed plan to operate within the Washington Fruit Community Center includes ' programming for seniors,children and adults. ' In addition to programming ofvarious types within the building, utilizing the community center to support outdoor activities in Miller Park would also become apos�bi|�y. SERVICE AREA AND NEIGHBORHOOD SURVEY AREA During the Yakima City Council meeting on January 5, 2021,discussion included community input into the programming and services offered at the VVFC[. Yakima Parks and Recreation conducts a community wide survey every five years asa part of the comprehensive master planning process required by the State of Washington in order to be eligible for grants to improve parks and purchase land for parks. The same process of surveying the community can be used to gather community input on programming. When allowed by the Covid—19 guidelines, in person community meetings to gather additional information can occur. The planned survey area has been established to cover a total of3.2 square miles around the center. The rationale is that people from within this area will be the families that will utilize the center the most. 6'1 Service Area J&Community Survey Mailing Area Miller Park and the Washington Fruit Community Center serves Northeast Yakima. These goals and objectives can be refined and changed when the community's input regarding the operation of the center is received. Many of the goals, objectives and policies directly correlate with the proposed operational plan for the Washington Fruit Community Center. Below ioa list nf the goals,objectives and policies that apply. 2.0.8 Goal: Provide active recreation programs that meet the leisure interests and needs of the community and offer a wide variety of other recreation opportunities to all the people of ^o Yakima. I.2.0 Objective:Collaborate with Special Olympics and other agencies serving special populations three times per year to provide more recreation opportunities for community members with special needs. 2.2.1 Policy: Establish new programs to meet the changing and expanding needs of older � citizens and those with special needs. � � 2.2'2 Policy:Work with the Harman Center, Henry Beauchamp Jr.Community Center,and : Yakima Police Athletic League/Washington Fruit Community Center tm establish recreational . programs and services at those sites. 2'2.3 Policy:Offer programs directly urbyworking cooperatively with the Yakima School � District and other local agencies to provide a variety of activities for youth and teens with , special emphasis on programs during after school hours and during summer months. 3.3.0 Objective:Communicate with culturally diverse leaders within the community to establish recreation programs to meet the needs and interests of the city's culturally diverse population. 2.3.1 Policy: Establish,coordinate and direct recreation programs for the city's culturally diverse population. 2.3.2 Policy: Establish and offer adult and youth special interest classes that are taught by bilingual individuals. 2.3.3 Policy: Establish bilingual promotional materials to encourage participation ofSpanish speaking individuals in Parks and Recreation programs. c^ 12 2�.4 Policy: Provide users friendly access to park facilities and, when feasible,support those offering special events. ' I.4.5 Policy: Encourage staff to become familiar with community programs and services in order to provide referrals and options tocitizens. This organizational chart isthe current chart under which the Yakima Parks and Recreation Division operates. No change tothe organizational chart isneeded. All positions on the chart are currently budgeted and filled. Additional staff would need to be employed, if the second summer playground program was established at Miller Park. All programs will utilize bilingual staff. Currently, many of the Beyond the Bell and youth sports program instructors are bilingual. The schedule below is an example of programming. It is subject to change. The schedule will also allow for third party groups to utilize the facility for other programs. YPAL will have opportunities to provide programs within the facility as well. We further intend to engage the local neighborhood to understand their programming and service needs that could be provided at the WFCC. ... . ....... X � }� a Miller Park Planned Improvements In July,Alicia Garza,a local business owner,spoke with Mayor Byers in regards to starting a fund- raising effort to make improvements to Miller Park. Mayor Byers provided Alicia Garza with contact information for the Yakima Parks& Recreation Division and a meeting at Miller Park was held on Tuesday, July 21, 2020. A group of Northeast business owners, parents,coaches,community leaders and basketball players met with Ken Wilkinson, Parks& Recreation Manager, at the park to identify their ideas for improving the park. An initial committee meeting was held on July 28, 2020 with the community tN v members, Mayor Byers,Council Member Macias and staff. A purpose statement was created by theco Yakima Parks&Recreation-Washington Fruit Community Center Operation Plan Proposal—February 2021 24 group;"Revitalizing Miller Park as the Heart of the Communby' A list uf improvements was created by the group and ranked bypriority. The number 1&2 priorities are to resurface and reline the basketball courts and provide lights for safety and to allow play to continue later in the evening. Some of the other identified improvements are a new restroom, a second picnic shelter, a new playground,added walkways, additional picnic tables and benches. Cost estimates were developed and shared with the group atthe second meeting which was held un August ll' 2O2O. Three uf the community members presented their ideas to the Parks& Recreation Commission on Wednesday,August l2' 2O2O. The Park& Recreation Commission was grateful to the group and supports their efforts. Nicole Donegan from the Field Group joined the committee and created an information and fund-raising brochure ' for the proposed park improvements. The Yakima Parks & Recreation Division is pleased to be working with another group of energetic and motivated community members that want to make improvements to a Yakima park. Miller Park is the first designated park in the City of Yakima and needs significant renovation. Miller Park has several amenities;four basketball courts,a dilapidated playground, a performance area,a spray park and a small picnic shelter. At one time, a swimming pool was located in this park, but was removed in 2005 due to its poor condition. 15'1 Project Need As with so many parks and recreation departments around the State of Washington and the entire country,funding for improvements to parks isachallenge. The City of Yakima has faced these same struggles over the past many years and updates to parks, like Miller Park, have not been possible without the assistance of grants and donations. Fortunately,Yakima isa generous community and m/e have been able to complete some projects over the past years using alternative funding sources. Additiona||y,vve have received grants from the State of Washington Recreation and Conservation Office (RCO)to match donated and budgeted capital funds from the City of Yakima. Improvements to Miller Park is the next step in our renovation plans as identified in our 2017-3822Parks & Recreation Comprehensive Master Plan, which has been approved and accepted byR[O. Miller Park is located in Northeast Yakima,which isan � area with over 7SY6 Hispanic population and SOY6of the families living below the poverty|ine Miller � � the only green space and park within walking distance for many children and their families in a densely /� � 25 � populated area. The addition of lights forthe basketball courts will assist in providing security for those utilizing the � park.
