CITY OF YAKIMA, WASHINGTON
OCTOBER 25, 1994
SPECIAL JOINT MEETING WITH YAKIMA COUNTY COMMISSIONERS
AND UNION GAP OFFICIALS
The City Council met in session on this date at 7:30 a.m. in Room A
at the Yakima Convention Center, Yakima, Washington. Council
Members present were Mayor Pat Berndt, Clarence Barnett,
Henry Beauchamp, Ernie Berger, Lynn Buchanan, and Bernard Sims.,
Council Member Bill Brado was absent and excused. Staff members
present were City Manager Zais, Assistant City Manager Rice,
Glenn Valenzuela, Director of Community and Economic Development,
and Deputy City Clerk Skovald. Others in attendance were Yakima
County Commissioners Charles Klarich, Bettie Ingham, and Jim Lewis;
Dan Hesse, Yakima County Public Works; Dick Anderwald, Yakima
County Planning; Bill Ackerman, City of Union Gap; Paul Burlingame,
City of Union Gap; Kathleen Holscher, Union Gap City Clerk;
Phil Salzman, City of Union Gap; Bud Landler, City of Union Gap;
Ron Krebs, City of Union Gap; Tony Wentz, City of Union Gap;
Donna Miller, City of Union Gap; and Betty Boyd, City of Union Gap;
Macille Zais, Yakima Airport; Bill Elkins, Airport Board; Bob Clem,
Airport Board; Dennis Byam; Airport Board; John Benson, Yakima
Chamber of Commerce; Rae Sunderland, Yakima Air Terminal; Jerry G.
Kilpatrick, Yakima Air Terminal; Cindy Freiley, Yakima Air
Terminal; Geoff Baker, Central Washington Trade Center; Lynn
Harden, Vice President of Washington Pilots Association;
Bill Almon, Airport Board, Bruce Loy, Yakima Air Terminal, and
Helga B. Braman, Airport Board.
Introduction
Chuck Klarich opened the meeting and explained its purpose to
provide up -to -date information about various aspects of the airport
relating to its activities and programs, both short -term and long-
term projects. Referencing a large map, Glenn Valenzuela pointed
out different areas of the Airport region, including the Overlay
Zone. Maps of the area were available.
After everyone in attendance introduced themself, the presentation
began.
Port of Entry/Foreign Trade Zone
Bruce Loy presented a status report outlining the progress of major 1/
projects planned through the end of 1995. He reported that
international activity and inquiries at the Port of Entry has
increased this year and should increase again next year due to the
development and future implementation of the Foreign Trade Zone.

Richardson Aviation Cleanup
Larry Peterson pointed out the location of the Richardson Aviation
Cleanup site on the airport map. This is a cleanup action
conducted by DOE under the Model Toxics Control Act. It's based on
I/ pesticide contamination that was released during the operation of
the pesticide spraying business when tanks were rinsed out.
Mr. Peterson further explained what results the soil and water
tests have shown, and that the cleanup has been studied enough and
the situation is now a matter of selecting the cleanup actions. A
decision from DOE is expected.
Underground Storage Tanks
Dan Hesse referred to a list of old underground fuel storage tanks
located at the airport that have been identified for removal. Some
of the tanks are currently in use and are undergoing annual leak
detection testing to determine their outcome. There are 15 tanks
identified for removal. Although both the City of Yakima and
Yakima County have budgeted some funds to begin the process, a
contract for removal was not drawn up. He estimated the cost of
removal of the 15 tanks, which does not include any cleanup, but is
basically the cleaning of the tanks, the removal of the tanks, and
backfilling of the holes. He emphasized that any toxic material or
contamination that is found will have to be dealt with separately
from that estimate. The decision needs to be made how this effort
is going to be funded and when; it is recommended that the project
be done during the winter when the ground water table is low
because it would be less expensive.
Facility Leases
In a recent memorandum, submitted by Bill Elkins and Bob Clem, both
month -to -month and long -term lease policies were summarized along
with clarification of the bid process and procedure. Bill Elkins
reported this has helped to identify the primary problems and to
address concerns that recently arose from outside parties, the
Airport Board, and staff. There was discussion about the need to
evaluate and assess the airport and to consider the uses of the
different properties around the area to determine whether short or
long term leases should be entered into or whether any of the
I/ 1 property possibly should be sold. It should also be determined how
the Master Plan affects those properties which are not owned by the
City or the County.
Upcoming Projects
Bruce Loy continued his presentation by describing four primary
upcoming projects. Specifically, those projects are the
Obstruction Removal Project, Security Improvements, Runway 9 -27

Rehabilitation Project, and Terminal Improvements Project. Jerry
Kilpatrick summarized the lengthy application process to obtain FAA
Airport Improvement Program funding and Passenger Facility funding.
Mr. Loy's presentation continued with a brief synopsis of currently
planned marketing activities including the feasibility of providing
for a new service to new markets out of Yakima, either with the
current airlines or through trying to entice other airlines to the
community.
Passenger Facility Charges
Macille Zais explained Passenger Facility Charges and why it is
important to charge reasonable fees but still maintain a revenue
base. Most people think the Customs operation and Administration
costs have been provided by the City of Yakima and Yakima County,
but that is not the case. Passenger Facility Charges are one way
to get matching money for grants.
Bruce Loy concluded his presentation by explaining the purpose of
the Master Plan process, what projects are planned, and the funding
that is needed. A status report will be submitted on the projects
to keep officials informed and to strategically plan for the
future. There was continued discussion about strategic plan
development and a reminder about the public hearing on the Airport
Master Plan Update Renewal scheduled for November 9, 1994.
There were comments from Council members, Commissioners, Airport
Board members, and others concerning the effort from the general
aviation community, which was recognized for its integral
contribution to the Airport.
Several members of Council, including the Mayor, as well as the
Chamber of Commerce, provided a brief report on the Stand Alone
Radar issue. Information was provided about the attempt to make
the radar tower a contract tower instead of remoting the service to
Pasco. Information was also provided about upcoming meetings
concerning the issue.
Union Gap officials were invited to joint the Airport Board. It is
important to have representation from the entire Urban Area to
manage and oversee the Airport.
After Bruce Loy explained what facilities are at the Airport and
who owns them, there was discussion concerning land development in
the Airport Overlay District.
