HomeMy WebLinkAbout09/13/1994 Special Meeting 406 CITY OF YAKIMA, WASHINGTON SEPTEMBER 13, 1994 SPECIAL MEETING The City Council met in session on this date at 7:00 a.m. in the Board Room at the Yakima Center, Yakima, Washington for informal discussion. Council Members present were Mayor Pat Berndt, presiding, Clarence Barnett, Bill Brado, Ernie Berger, Lynn Buchanan, and Bernard Sims. Council Member Henry Beauchamp was absent and excused. Staff members present were City Manager Zais, Assistant City Manager Rice, Glenn Valenzuela, Director of Community and Economic Development, and Deputy City Clerk Skovald. The meeting began with discussion about expanding the duties of the Hearing Examiner pertaining to SEPA appeal procedures. This issue was considered to determine whether the existing process could be expedited; however, taking all information contained in the staff report into account, it appears a change would create an additional step in the process, thereby costing more time and more money. In response to a request by the developer of the Yakima Gateway Center a special public meeting will be set during today's Business Meeting for September 20, 1994 at 2:00 p.m. for the purpose of considering the Final Plat for the project. Staff was directed to determine whether normal processes and procedures were followed concerning the Borgert property issue. Arrangements will need to be made to clean up various buildings recently hit hard by graffiti, along with the concrete wall on 24th Avenue, which also has a big problem with weeds. There were comments about the incarceration rate, as it is today and what it was 20 years ago, along with discussion about whether or not to opt out of the new gun law as the County has done. An update was presented about the PTBA issue and comments were made concerning the tremendous amount of advertising by those who oppose this issue. In a related issue, it was also suggested that the fluoride issue be placed on the ballot the next time around to let the citizens decide if they want fluoride in their drinking water or not. A meeting with the West Valley School District will be rescheduled with the Economic Development Committee of the Council. A map was requested on the property acquisition issue scheduled to I/ be discussed during the Executive Session after the Business Meeting today. An Executive Session regarding the Airport Board has been tentatively scheduled for September 23, 1994 at 8:00 a.m., location to be announced, to review complaints against public officials (the Airport Board and the Management), and to discuss personnel performance of the public officials involved, namely the Airport Board Members and the Manager. Council members also discussed the possibility of scheduling a second meeting, which would be an open meeting, to generally discuss Airport programs. After briefly discussing the parking situation in the Front Street area, the topic of discussion shifted to upcoming urban renewal and economic development projects formulated through the Economic Development Committee. Various other issues were also discussed including the remote radar tower issue, where it was suggested perhaps the County could be more involved; the rescheduled meeting with the County to discuss jail costs; and the need to choose three members for the Community Networks Committee, which deals with youth programs.
