CITY OF YAKIMA, WASHINGTON
AUGUST 9, 1994
ADJOURNED MEETING
The City Council met in session on this date at 7:00 a.m. in the
Board Room at the Yakima Center, Yakima, Washington for informal
discussion. Council Members present were Mayor Pat Berndt,
presiding, Clarence Barnett, Bill Brado, Ernie Berger,
Lynn Buchanan, and Bernard Sims. Council member Henry Beauchamp
was absent and excused. Staff members present were City
Manager Zais, Assistant City Manager Rice, Pleas Green, Police
Chief, Laurie Boyd, City Prosecutor, Marketa Oliver, Administrative
Assistant to the City Manager, and Deputy City Clerk Skovald.
The meeting began with discussion about the Proposed Firearms
Legislation report prepared by the Police Department and the Legal
Department in response to inquiries from the Council. After
briefly discussing weapon permit fees as well as other related
issues, the topic of discussion shifted to the WAME request.
Council members discussed the possibility of contracting with the
Hispanic Chamber of Commerce in the same manner as is currently
done with New Vision and the Greater Chamber of Commerce. This
would build bridges and the sharing of some resources would
provide support in terms of developing Hispanic businesses, who in
turn could provide some new services in the area of export.
There was discussion concerning the airport leasing program and the
lack of requested information provided in the memorandum from the
Airport Manager.
Council members were requested to provide a list of the Ag Showcase
events they plan to attend.
The Jail Cost Agreement with the County was discussed, particularly
the need to break down the costs to determine what the jail rates
will be until the City's new holding facility is completed. The
proposed firearms legislation prohibition was also discussed.
Council members discussed various other issues including an
upcoming briefing on the City's water rights issue, City services
being provided to Tradec, and postponing any change in letterhead
until a new logo is decided.
There was a considerable amount of discussion regarding proposed
changes in firearms legislation, including display of firearms,

concealed pistol license.,requirements..and the question of whether
the City should exempt itself from the new law concerning the use
of firearms.
After a very brief discussion about changes in the Emergency 911
system, the meeting adjourned at 8:40 a.m.
