CITY OF YAKIMA, WASHINGTON
JULY 12, 1994
11 SPECIAL MEETING
The City Council met in session on this date at 7:30 a.m. in the
B oard R oom a t the Yakima Center, Yakima, Washington for informal
discussion. Council Members present were Mayor Pat Berndt
presiding, Lynn Buchanan, Henry Beauchamp, Ernie Berger, and
Bernard Sims. Council Member Clarence Barnett was absent and
excused. ,Staff . members, present were City Manager Zais, Assistant
City Manager Rice, David Hussell, Streets & Traffic Operations
Manager, Marketa Oliver, Administrative Assistant to the City
Manager, and Deputy City Clerk Skovald.
After briefly discussing the current status of annexations, as well
as considering what approach to take for future action in this
area, the Council authorized the South 1st Street Annexation to
proceed and the initiation of the East Mead area annexation.
Pertaining to the subject of graffiti, there was discussion about
whether there might be any grant money available to allow the
hiring of some responsible young adults on a temporary basis to get
a handle on this situation. A collaborative effort among agencies,
as well as other alternatives, were also recommended.
Council members discussed various other issues including checking
to see what the current policy is in the schools regarding fluoride
in the water, the need to remind Yakima Interurban Lines
Association of their responsibility to clean up the right -of -way
area at Holton and llth Avenue. Also briefly discussed was the
issue of yard -sale signs or notices posted on telephone poles,
which creates a hazard. The possible implementation of a program
to impose a fine on the spot was discussed, following a media blitz
to notify citizens of the new fine. Staff was directed to prepare
a report on the pros and cons of impounding cars when there is a
violation for no driver's license, no insurance and no
identification.
Background information on the Sidewalk Replacement Program was
presented; and Council members indicated this issue should be
studied further.

There was discussion to consider changing the City's logo, which
would include incorporating the All America City logo on the
letterhead in a similar fashion as was done with the Bi- Centennial
logo used in the past. There was consensus to initiate a contest
to solicit Perry Tech Graphic Arts students to create a design for
a new City logo. A prototype of the All America City street sign
was shown, which will be installed at various locations around the
city. After a brief discussion concerning appointments to the
airport board and an update on the airport remote radar situation,
the meeting adjourned at 8:50 a.m.
