Appointments to Boards, Commissions and Council Committees i. Recommendation from Council Nominating Committee to appoint Dennis Cozzocrea to the Yakima Historic Preservation Commission. 4. Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A citizen or Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Final Contract Payment for Knobel's Electric, Inc. - W. Washington Ave. & S. 64th Ave. Signal (Standard Motion V -B- Accept the project and approve the final payment) B. Final Contract Payment for Artisan Inc. - Hines Addition Phase 1 (Standard Motion V -B- Accept the project and approve final payment) C. Resolution amending Article III, Section 2 of the Employees' Welfare Benefit Program; adding a voting member for the AFSCME and management groups; moving AFSCME Transit from a non - voting to a voting member; removing YPPA to nonvoting members; and creating a provision for alternate members. D. Resolution authorizing contract with the Yakima School District for the addition of a School Resource Officer for Stanton High School. E. Resolution accepting AIP 34 Grant offer to purcahse snow removal equipment (SRE). 5. Audience Participation Community members are invited to address items that are not listed on the regular business meeting agenda A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and /or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged CITY MANAGER REPORTS 6. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker.
