CITY OF YAKIMA, WASHINGTON
MAY 24, 1994
ADJOURNED MEETING
The City Council Members and Yakima County Commissioners met on
this date at 7:30 a.m., in the Board Room at the Yakima Center,

Yakima, Washington. Assistant Mayor Clarence Barnett presiding,
Council Members Ernie Berger, Bill Brado, Lynn Buchanan, and
Bernard Sims present. Council Member Henry Beauchamp and Pat
Berndt absent and excused. Yakima County Commissioners present
were Chuck Klarich, Bettie Ingham and Jim Lewis. Also present
were Bruce Loy, Bill Almon, Ed Herrell, Michele Bogard and Scott
Jackson. City staff member present were City Manager Zais,
Assistant City Manager Rice, Assistant City Attorney Peterson,
Glenn Valenzuela, Director of Community and Economic Development,
Bruce Benson, Associate Planner, and City Clerk Roberts (present
after 8:25 a.m.).
The City Council and County Commissioners met in session to hear a
briefing on the Central Washington Trade Center Foundation. The
Central Washington Trade Center Foundation is a non - profit
corporation formed for the purpose of promoting international
trade in the Yakima Valley. The interim Board of Directors
include a representative from the Airport, Tradec and Ki -Yak. The
advantages of establishing the Central Washington Trade Center
Foundation were explained, as well as its organizational
structure. Discussion occurred on the Washington State
Agricultural Showcase and the Port of Entry %FTZ Trade Promotion
Program. Bill Almon, Bruce Loy, Scott Jackson and Michele Bogard
responded to questions from the County Commissioners and City
Council Members. Mr. Jackson stated he would provide the City
with additional information, including statistics from the State,
which would support the need for a US Customs Office at the
airport and the Foreign Trade Zone designation. It was clarified
that this Center and the Airport Master Plan are two separate
issues. Mr. Jackson commented that if we are to make sure that
agriculture is the number one industry in this state, we need to
make sure we are capturing the value. He stated with the City's
and County's consent, they can have the non - profit generally
established by the Agricultural Showcase in August. They can have
the physical leasehold established and possibly be moved into the
new office. They may be able to begin the capital budget study by

that timeframe. Responding to Council Member Sims, Mr. Loy stated
the Board of Directors will develop the by -laws once the Board has
been selected. Mr. Jackson asked for direction as to whether
there should be a City /County representative on the Board of
Directors. He stated they would like to have an open house for

the City and County. They will work with staff to make sure they
get any additional feedback from today and provide the requested
information on the Board. City Manager Zais suggested a video •
production could be produced with the assistance of the Yakima
Cable Division. .
The meeting adjourned at 9:05 a.m.
