May 17, 1994
ADJOURNED MEETING
The City Council met in session on this date at 7:00 a.m. at the
Wastewater Collection Facility, 201 West. Pine Street, Yakima,
I/
Washington. Mayor Pat Berndt, presiding, Council Members Clarence
Barnett, Henry Beauchamp, Ernie Berger, Bill Brado (present after
7:15 a.m.), Lynn Buchanan, and Bernard Sims. City Manager Zais,
Assistant City Manager Rice, Assistant City Attorney Peterson,
Glenn Valenzuela, Director of Community & Economic Development,
Marketa Oliver, Administrative Assistant to the City Manager,
John Elsden, Senior Project Planner, Emily Davenport, Planning
Division Intern, and Deputy City Clerk Skovald also present.
Council members discussed the Radar Tower Issue. Following this
discussion, there was a general consensus to send a letter to the
Secretary of Transportation reminding him of the reversal of the
Roswell, New Mexico order and asking for his intervention. It was
also suggested that a special committee be formed to include
representatives from the Chamber of Commerce as well as others, and
after enlisting the support of other entities, to call the
legislators and convey the critical nature of this issue.
Growth Management
Glenn Valenzuela requested Council direction concerning two issues.
One issue was to determine whether the timeframe listed is
acceptable and the second issue was how to handle SEPA as it
relates to compliance with the Growth Management Act. He explained
staff can prepare the entire environmental checklist or a
consultant can be hired to do the EIS. Council Member Barnett
asked questions concerning the EIS requirement. Another issue is
the Critical Areas ordinance. Although the areas within the City
Limits have been outlined, no formal legislation has been done to
include it in the City's overall Comprehensive Plan. Council
Member Barnett expressed concern about the City's ability to meet
the December 31, 1994 deadline when Parts 7 and 8 of the Washington
Administrative Code have not been developed. After a considerable
amount of discussion concerning the level of citizen participation
and ways to involve the public more, it was MOVED BY BARNETT,
SECONDED BY SIMS, TO APPROVE THE TIMETABLE AS SUBMITTED. The I/
motion carried by unanimous voice vote. Council Member Barnett
directed staff to keep Council up to date and let them know when
there are any problems meeting the deadlines. Council Member Sims
stated staff is to do the EIS.

will provide a proof for Council reviwas soon as she receives it.
