HomeMy WebLinkAbout04/25/1994 Adjourned Joint Meeting 255 CITY OF YAKIMA, WASHINGTON APRIL 25, 1994 ADJOURNED JOINT MEETING WITH AIR TERMINAL BOARD AND YAKIMA COUNTY I/ The City Council met in session on this date at 7:00 p.m., at the Yakima Center, Yakima, Washington. Mayor Pat Berndt and Council Members Clarence Barnett, Ernie Berger, Bill Brado, Lynn Buchanan, and Bernard Sims were present. Council Member Henry Beauchamp absent. City Clerk Roberts also present. County Commissioners present. were Chuck Klarich, presiding, Bettie Ingham and Jim Lewis. Yakima Air Terminal Board members present were Bill Almon, Dennis Byam and Bill Elkins. Also present were Bruce Loy, Airport Manager and consultants Tom Phillips and Steve Lewis from Bucher, Willis & Ratliff. County Commissioner Klarich opened the joint meeting of the Board of County Commissioners, Yakima City Council and the Yakima Air Terminal Board for a presentation of the working draft of the Airport Master Plan. He stated this is a work session for the three governing bodies and not a public hearing. The planning review will begin on May 11th. At that meeting there will be time for public involvement. On Thursday, May 12th, there will be a morning and an afternoon session to go through the technical information in the document. Once that is done, that will be put into a final package, then a public hearing will be held sometime in July by the Board of County Commissioners and the City Council to consider the adoption of the Plan. Bruce Loy, Airport Manager, stated that Tom Phillips, consultant, will review the document. He further stated that John Kern, FAA Administrator, is also present. He commented that this Plan has been two years in the making and that Public and Technical Advisory Committees were established to assist in this endeavor. Tom Phillips, utilizing overhead slides, described the process used to develop the draft Plan. The first task was to define the goals and objectives, thus, Airport Master Plan goals were developed. Next, an analysis of the alternatives were considered. The Public and Technical Advisory Committees were used as a I/ sounding board, along with citizen comments provided during public hearings. An inventory of the airport was conducted in order to prepare a forecast. They looked at aviation demand for passengers and freight. A facilities capacity analysis was done for the next five, ten, and twenty years and a list of development projects was compiled and divided into three phases. These projects will only be done if the forecasted events occur. The preferred alternative was No. 3, to extend Runway 9 -27, one -half of the extension to the east and one -half to the west of the airport. An environmental overview of the preferred option was performed, studying noise 256 APRIL 25, 1994 ADJOURNED MEETING WITH AIR TERMINAL BOARD AND YAKIMA COUNTY COMMISSIONERS exposure, air quality, water quality, land use, and social impacts. The impact of most concern identified was noise exposure. Referring to a map of the airport vicinity, Mr. Phillips pointed out the decibel levels at various locations surrounding the airport. Land use development strategies were discussed to control adverse airport impacts on the area. According to FAA regulations, there must be an airport runway protection zone starting at 200 feet from the end of the runway, which can't be utilized for public use. There are thirteen residences in this area that may have to be relocated as the project develops. An airport lay -out plan was developed, as well as an airport land -use plan, which identifies areas of the airport and how they need to be programmed for future use. Certain areas were determined for general aviation, a future cargo complex, and leased agricultural land. An airport land use compatibility plan was also written. A financial plan was developed after reviewing methodology, a capital improvement program, forecast of expenses and revenue, and debt service. The acquisition of property and easements was also studied, revealing the possibility of having to purchase the first six raceways of the Fish Hatchery. Mr. Phillips noted that the runways are in critical need of rehabilitation. In fact, there are $8 million worth of development which should be accomplished within the next four years, of which 90o is eligible for FAA funding. In the twenty - year development plan, there are $27 million worth of projects. Bruce Loy stated representatives from the Department of Ecology, Yakama Indian Nation, Union Gap and COG, are present and available to respond to any questions •pertaining to their agency's involvement in this project. In response to Mr. Almon's questions, Mr. Loy commented that some of the projects mandated by FAA include the acquisition of property for the runway protection zone; snow removal equipment, painting and striping of the runway, correct pavement strength for the runways, preparation of a storm water plan, treatment for water run -off at the airport, a de- icing facility and improved security systems. County Commissioners and City Council Members questioned staff and the consultants about projected growth versus projected improvement costs, Foreign Trade Zone, alternative's to airport relocation, the required inclusion of a project in the Airport Master Plan in order to obtain funding, ILS and GPS for instrument approaches, and the potential for the acquisition of Hatchery raceways. I/ Commissioner Klarich asked if any of the Commissioners, City Council Members, or Airport Board Members had any further instructions for staff. He stated the Public Advisory Committee will meet on May llth and the Technical Advisory Committee will meet on the 12th. Also on May 12th a Government workshop will be held. Then a public hearing will be conducted by the Airport Board, the time of which has not yet been set. He stated that everyone received information on the process and the Plan and if • there are any questions, he asked them to be put in writing They will be addressed when the consultant reviews the document during the Technical Advisory Committee meeting. No requests for changes . were voiced. Responding to several citizens who wanted to ask questions, Commissioner Klarich commented that now is not the time set for public comments. For the benefit of the citizens in the audience, Bill Almon announced that copies of the draft Airport Master Plan are available for review at the Library and the Airport Office. Copies are available for purchase at the Airport Office. It was MOVED BY BRADO, SECONDED BY SIMS, TO ADJOURN THE MEETING AT THE HOUR OF 8:40 P.M. The motion carried by unanimous voice vote; Beauchamp absent.
