For Meeting of: January 19, 2021 ITEM TITLE: Remote public comment SUBMITTED BY: Sonya Claar Tee, City Clerk Robert Harrison, City Manager SUMMARY EXPLANATION: At the January 5, 2021 City Council meeting, staff was directed to add remote public comment at the next business meeting for Council's consideration. We recommend the same process that many cities in Washington State are following: • Require community members to sign up to comment by 3 p.m. the day of the meeting. • Limit comments to 3 minutes, or Council could reduce the time to 2 minutes. • Limit total comment time to 30 minutes, the same as pre-Covid guidelines. If Council adopts these recommendations, staff is prepared to have this process ready beginning at the February 2 Council meeting. The requested information is the same as our pre-COVI D audience comment sign up slip (request for appearance before the City Council), with the exception of an email address and earlier deadline to manage the process. Tenga en cuenta que la reunion del Concejo Municipal esta siendo televisada por Y-PAC, canal de cable 194. 3 GUIDELINES FOR ADDRESSING THE CITY COUNCIL If you wish to address the Council during this meeting, you must: 1. Fill out this "Request for Appearance" form (see opposite side); 2. Indicate which agenda item you wish to speak to; and, 3. Submit this"Request for Appearance" form to the City Clerk. • Comments are to be no longer than 3 minutes. (If you are part of a group, please select a "spokesperson"to represent your group. An identified"spokesperson"will be allowed up to five minutes to represent your group. Other members of the group can then simply come forward, state their name, and say that they support what was said by the "spokesperson.'). • Up to 30 minutes will be provided for"Public Comment" near the start of each City Council meeting. Public Comment provides the opportunity for anyone to address the Council on subjects listed on the regular agenda or within the City's purview. If additional time is needed for"Public Comment," it may be provided after the City Council has finished all of its regular agenda items. Council members will listen to your comments and may ask staff to research and report back on the issue, but are unlikely to respond during the meeting. • Those speaking to the Council during a meeting are strongly encouraged to aid the Council in maintaining the decorum and orderly progression of the Council agenda. Engaging in personal attacks, use of profanity, disruptive noise, or comments that are off-topic and detract from the ability of the Council to conduct business and are not allowed. • The City Council is a policy making body. Therefore, members cannot take action or investigate employee issues. Employee matters are the sole responsibility of the City Manager. If you have a complaint about City staff, please contact the City Manager prior to a Council meeting. *Note: You are also encouraged to submit comments to the City Council by mail, e-mail or in ways other than addressing the Council in person at a Council meeting. DIRIGIRSE AL CONCEJO MUNICIPAL Si desea dirigirse al Concejo Municipal durante esta reunion, debe de: 1. Completar este formulario "Solicitud Para Comparecer" (ver el lado opuesto); 2. Indicar cual tema de la agenda desea hablar de; y, 3. Entregar este formulario "Solicitud Para Comparecer". • Los comentarios no deberan superar tres (3) minutos de largo. (Si usted es parte de un grupo, por favor seleccione un "portavoz" que represente al grupo. El/la "portavoz" indicado se le permitira hasta cinco (5) minutos para representar al grupo. Los delves miembros del grupo pueden acercarse y simplemente, decir su nombre y declarar que apoyan lo que fue dicho por el/la "portavoz.') • Se proporcionaran hasta 30 minutos para "Comentarios Publicos" cerca del inicio de cada reunion del Concejo Municipal. Los"Comentarios Publicos" brindan la oportunidad a cualquier persona de dirigirse al Concejo Municipal sobre los temas en la agenda regular o dentro del ambito de la ciudad. Si se necesita tiempo adicional para comentarios del publico, se puede proporcionar despues de que el Concejo Municipal haya terminado todos los temas de su agenda regular.
