CITY OF YAKIMA, WASHINGTON
APRIL 19, 1994
BUSINESS MEETING
l 1/ 1. ROLL CALL
The City Council met in session on this date at 2:00 p.m.,
in the Council Chambers of City Hall, Assistant Mayor
Clarence Barnett presiding, Council Members Henry Beauchamp,
Ernie Berger, Bill Brado, Lynn Buchanan, and Bernard Sims
• present on roll call. Mayor Pat Berndt absent and excused.
City Manager er Zais, City Attorney Paolella, and City Clerk
Roberts also present.
2. INVOCATION /PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Assistant Mayor Barnett.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
A. PROCLAMATIONS (IF APPLICABLE)
Assistant Mayor Barnett declared April 20, 1994 as National
RSVP Day in Yakima and presented the proclamation to Susan
Russell.
Council Member Brado announced that the neighborhood meetings
scheduled to talk about visions and ideas residents have for
their neighborhoods have not been canceled. He stated the
notices announcing the meetings were distributed through the
School District. He commented that a problem that some of
the Council members may have had about the four -page brochure
has been resolved. Council Member Sims asked how other
Council members got involved enough in this project to cancel
the distribution of the insert, especially since this is a
coordinated effort among the City, Yakima County and Union
Gap. Council Members Berger and Barnett indicated they
wanted an opportunity to review the contents of the brochure
prior to its distribution.
4. CONSENT AGENDA
Assistant Mayor Barnett referred to the items placed on the
Consent Agenda, questioning whether there were any additions
or deletions from either Council members or citizens

present. There being no changes, the City Clerk then read
the Consent Agenda items, including resolutions and
ordinances by title. It was MOVED BY SIMS, SECONDED BY
BUCHANAN, THAT THE CONSENT AGENDA, AS READ, BE
ADOPTED. The motion carried by unanimous roll call vote;
Berndt absent. (Subsequent paragraphs preceded by an
asterisk ( *) indicate items on the Consent Agenda handled
under one motion without further discussion.)

*5. APPROVAL OF THE MINUTES OF THE FEBRUARY 25, 1994 ADJOURNED
MEETING
The minutes of the February 25, 1994 Adjourned meeting, was
approved, having been duly certified accurate by two Council
members and no one present wishing to have said minutes read
publicly.

6. AUDIENCE PARTICIPATION
A. SPECIAL PRESENTATION FROM CHAMBER OF COMMERCE REGARDING
APPLICATION FOR ALL AMERICAN CITY AWARD FOR 1994
Curtis King stated the Chamber of Commerce is sponsoring the
entry to the All - America City Award competition. The
application highlights three projects: Yakima Gang
Prevention - Intervention Coalition, Housing Foundation, and
Hispanic Academic Achievers Program. Ed Esparza, Committee
member, commented about the application process and the
Hispanic Academic Achievers Program. He also praised Curtis
King for his efforts in this project.
Rosemary Small asked how a memo from one Council member could
cancel the distribution of the Neighborhood Yakima Future
Land Use brochure. She further questioned the legality of
taking action outside a Council meeting to cancel the
meetings. Assistant Mayor Barnett stated that memo did not
cancel the meetings, it only pulled the insert. Mrs. Small
stated that City staff had informed her the meetings had been
canceled. She stated she thought the cost of the brochure,
approximately $6,000, should be reimbursed to the taxpayers
by the three Council members who pulled the insert from being
distributed. She stated the brochure tells about the purpose
of the meetings and would have been provided to thousands of
households. City Manager Zais interjected that staff and
Council have the authority to schedule these meetings
administratively, which is what was done. Council was not
provided the opportunity to review the material prior to its
being printed, which is the normal practice. Bev Luby Bartz
reported that Union Gap staff were under the impression the
meetings were to be canceled. She stated that, having seen
the publication, she could not find any information in it
that was not in previous Council packets. After further
debate, it was MOVED BY BUCHANAN, SECONDED BY SIMS, TO

CONTACT THE PAPER AND SEE ABOUT GETTING THE
INSERTIONS PUT IN THE PAPER. The motion carried by
unanimous voice vote; Berndt absent.

Kara Kondo, Regional Planning Commissioner representing the
County,_ expressed her disappointment in the cancellation of
the meetings. She spoke about how she had to change her
plans in order to attend at least one of the meetings. She
I/ stated there are two meetings planned tonight; one at
Robertson Elementary and one at Wide Hollow Elementary.
7. REPORT FROM FIRE DEPARTMENT REGARDING APPARATUS REPLACEMENT
OF Y -58 AERIAL TRUCK .
Gene Martin, Deputy Fire Chief, and Glenn Rice, Acting Fire
Chief, were available to respond to Council's questions.
Mr. Rice distributed supplemental information regarding
Washington Survey and Rating Bureau aerial device
requirements and funding capability. Mr. Rice stated that
after further analysis, staff came to the conclusion it would
not be feasible to remodel the Y -58 apparatus, particularly
• since it -won't meet the requirements for a Class 4 Rating.
He stated that in addition to the $180,000 previously
authorized from the Fire Capital Replacement Fund, an
additional $130,000 is available from the Fire Capital
Reserve Fund. The remaining balance would be obtained
through an interfund loan. It was MOVED BY BEAUCHAMP,
SECONDED BY BERGER, TO APPROVE THE STAFF REPORT AND
RECOMMENDATION. The motion carried by unanimous voice
vote; Berndt absent.:
8. REPORT FROM HOUSING DIVISION ON NEIGHBORHOOD REINVESTMENT
Council Member Brado inquired if this report contains
information on new construction. Vaughn McBride, Associate
Planner, stated the report does not provide information about
. new construction. The information comes only from those
members in the Multi- Realty Board. He commented the report
was compiled in an effort to attract reinvestment in our
neighborhoods.` Included in the report is an executive
summary describing the statistical information in the report.
He highlighted some of the statistics in the report relating
to average sale value per unit, loans, etc. Assistant Mayor
Barnett asked what is done with this report. Dixie Kracht,
Block Grant Manager, stated the primary purpose of this is
because we are the recordkeeper for the Federal. Depository.
1/ Also, this is a good document for grant preparation and other
funding sources. It was MOVED BY BUCHANAN, SECONDED BY
SIMS, TO ACCEPT THE REPORT. The motion carried by
unanimous voice vote.

*9. CONSIDERATION OF LEGISLATION REGARDING POLICE STATION /LEGAL
CENTER PROFESSIONAL SERVICES CONTRACT:
A. RESOLUTION AUTHORIZING EXECUTION OF CONTRACT AMENDMENT
WITH ARCHITECTURE ASSOCIATES FOR HOLDING FACILITY ALTERNATE
DESIGN
RESOLUTION NO. R- 94 -47,! A RESOLUTION authorizing and
directing the City Manager and City Clerk of the City of
Yakima to execute a contract amendment with Architecture
Associates for professional architecture services for the
Yakima Police Station /Legal Center project.
B. FIRST READING OF ORDINANCE AMENDING THE 1994 BUDGET AND
APPROPRIATING FUNDS FOR :ADDITIONAL ARCHITECTURAL SERVICES
(NO ACTION REQUIRED THIS MEETING)
An Ordinance amending the 1994 budget and appropriating funds
for additional architectu services having been read by
title only, was laid on the table for one week until
April 26, 1994.
*10. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF CONTRACT
WITH ENVIROCON FOR STUDY OF HVA SYSTEM FOR FIRE STATION #1
RESOLUTION NO. R- 94 -48, A RESOLUTION authorizing the
execution of a Professional Services Agreement with Northwest
Envirocon, Inc.
*11. REPORT FROM PUBLIC WORKS REGARDING ONE - WAY STREET ANALYSIS
The staff report and recommendation to take no further action
at this time regarding a one -way street analysis, was
accepted.
*12. SET DATE OF PUBLIC MEETING ON REZONE OF PROPERTY AT 815 NORTH
16TH AVENUE FOR MAY 10, 19.94
May 10, 1994 was set as the date of public meeting to
consider the Hearing Examiner's recommendation relating to
the rezone of property at 815 North 16th Avenue, as requested
by Aria Ghanbari.
13. OTHER BUSINESS
I/
Council Member Buchanan reported his trip to Washington, D.C.
was successful in that he met with most of the people he had
scheduled to meet. He stated U. S. Senator Gorton had
suggested we provide more information to him because he would
like to coordinate with U. S. Senator Murray and

Representative Inslee - for a discussion with the Department of
Transportation. He also reported that DOT arranged a meeting
with the FAA, which lasted one hour. The FAA is going to do
what they are going to do, however, they requested a meeting
in Yakima so they can explain their intentions.
I/ Council Member Sims stated he spoke with a Corps of Engineers
Military Officer about the delay of the possible
redesignation of the floodplain area along the-Yakima River,
on the east border. The Officer stated that issue is now
being considered by FEMA and hopefully within a reasonable
period of time that area will be redesignated as a non -
floodplain. He asked City Manager Zais to follow through
with this inquiry to avoid delays at FEMA, since it affects
current and future projects in that area.
Council Member Sims also requested a status report on the
formation of the Street Fund Committee.
City Manager Zais reported the newspaper can insert the
brochures regarding the neighborhood meetings this Thursday.
Assistant Mayor Barnett referenced the meeting scheduled for
next Monday evening regarding the Airport Master Plan, and
asked for information regarding a legislative issue he heard
about that possibly needs to be resolved before they can
proceed with the Plan. City Manager Zais stated that staff
would check on that and provide Council with the information.

FOR JOINT MEETING ON AIRPORT MASTER PLAN
It was MOVED BY BUCHANAN, SECONDED BY SIMS, TO
ADJOURN AT 3:05 P.M., TO THEN MEET AGAIN ON MONDAY,
APRIL 25, 1994 AT 7:00 P.M. AT THE YAKIMA CENTER FOR
A MEETING ON THE AIRPORT MASTER PLAN. The motion
