Council: Mayor Micah Cawley, presiding, Assistant Mayor Maureen Adkison, Council Members
Sara Bristol, Kathy Coffey, Rick Ensey, and Dave Ettl
Staff: City Manager O'Rourke, City Attorney Cutter and City Clerk Claar Tee
Absent: Council Member Bill Lover (excused)
2. Discussion on Preliminary Five -Year Financial Forecast
Finance Director Cindy Epperson reviewed the Power Point presentation regarding the five -year
financial forecast with the City Council. Mayor Cawley asked what percentage of the fund is for
salaries and benefits. City Manager O'Rourke answered 70% of the budget, which he stated
is high for a municipality as the average is 65% and private industry is at 45 %. He noted the City
needs permanent long -term solutions for stability as operating in a fashion similar to the past is
not sustainable.
Discussion on Proposed Reorganization Plan
City Manager O'Rourke discussed the reorganization plan, which only proposes incremental
changes. He will restructure Community and Economic Development, bring the utilities and
engineering divisions together under one Director, hire a Strategic /Business Planning Manager
and reclassify the Executive Secretary to Assistant to the City Manager. He will not replace the
Assistant City Manager. Instead, the City Manager's span of control will increase. The Fire
Department is also looking at addressing the Fire Code inspection issue, which will be discussed
in greater detail at an upcoming meeting This is the first attempt to fine tune the organizational
structure, determine what the strategic planning will be and reflect on the services the City
provides.
4. Adjournment
The meeting adjourned at 11:04 a.m. to the next Council Business meeting on August 7, 2012 at
2pm.
Motion: Adjourn, Moved by Council Member Rick Ensey, Seconded by Assistant Mayor Maureen
Adkison. Carried 6 -0. Council Members voting Aye: Adkison, Bristol, Cawley, Coffey, Ensey,
