A RESOLUTION approving and establishing user fee for the "Beyond the Bell" afterschool
program administered by the Parks and Recreation Division, and
authorizing and directing the City Manager to incorporate the user fee for
such program into the Parks and Recreation Fee Schedule.
WHEREAS, parks and public spaces within the City of Yakima are available for
afterschool that provide recreational sports, fitness activities and special events for children in
kindergarten through fifth grade; and
WHEREAS, the City Council recognizes that having afterschool programs in place, such
as the "Beyond the Bell" program, helps address the critical need for services, supervised
activities and competitive events for children, and
WHEREAS, while the City Council recognizes the benefits to the community resulting
from such programs, the costs of administering such services are not defrayed by revenues
generated from such programs or any other available source; and
WHEREAS, the City Council finds and determines that establishment and imposition of a
$3.00 user fee, per day, for each participant in the Beyond the Bell afterschool program, will
help defray the costs of providing and administering such program, and will promote the general
health, safety and welfare; now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1. There is hereby established and approved a $3 00 per day user fee for each participant
in the "Beyond the Bell" afterschool program, with revenues therefrom deposited in the
parks and recreation fund established in Chapter 3.84 YMC or other appropriate fund.
2. The City Manager, or his designee, is hereby authorized and directed to implement such
user fee and incorporate such user fee for the "Beyond the Bell" afterschool program into
the Parks and Recreation Fee Schedule
ADOPTED BY THE CITY COUNCIL this 21s day of August, 2012.

SUMMARY EXPLANATION:
Staff requests Council consideration of a Resolution authorizing implementation of a user
fee for children to attend the Beyond the Bell program. The Beyond the Bell program serves
children in kindergarten through fifth grade and provides recreational fitness activities,
healthy snack, homework help time and special events during the school year. This request
is due to unsupported operational costs and budget constraints. On average, 80 -100
children participate in the program per day. The program is held at Roosevelt Elementary
School. The program cost is $5 to $6 dollars per day per child. The proposed fee is $3 per
child per day. This will not entirely fund the program, but will provide participant support. The
program currently costs the Parks Department about $60,000 per year and the proposed
$3.00 fee would recoup about half of this cost factoring in dropouts. The remainder of the
program cost would continue to come out of Park and Recreation funds. While Parks has
not discovered grant funding for the Beyond the Bell program, there is an opportunity to
indirectly access grant dollars to further offset the program costs from a third party, but that
will not be known until August 31st at the earliest. Staff provided Council information on this
matter on May 15, 2012 in relation to Parks 2011 expenses and potential solutions or
offsets. Council directed staff to plan for the program and come back to Council with a
solution.

STAFF RECOMMENDATION:
Staff respectfully requests the City Council to adopt the resolution authorizing the
implementation of a user fee for the Beyond the Bell after school program.
BOARD /CONIMISSION RECOMMENDATION:
The Park Commission was briefed at its July 17, and August 8, 2012 meetings about the
need to increase fees and charges for recreation programs due to increased operational
costs and budget constraints.
