HomeMy WebLinkAbout02/22/1994 Adjourned Meeting 154 CITY OF YAKIMA, WASHINGTON FEBRUARY 22, 1994 ADJOURNED MEETING The City Council met in session on this date at 1:30 p.m. in the City Manager's Conference Room, of City Hall, Yakima, Washington. Council Members present were Mayor Pat Berndt presiding, Lynn Buchanan, Clarence Barnett, Ernie Berger, and Bernard Sims. Council Member Henry Beauchamp was absent and excused. Staff members present were City Manager Zais, Police Chief Green, City Attorney Paolella, and Deputy City Clerk Skovald. Also present were Mel Blackstone and Dale Dzubay, with John Graham Associates, Seattle, and Ron Cullen, with Architecture Associates, Yakima. Briefing By Architects On Police Station /Legal Center Design Plans The Architects presented a briefing of preliminary design plans so that the final design phase of the Police Station /Legal Center project can proceed. The facility, which will be located south of Walnut, between 2nd and 3rd Streets, will optimize parking space, future expansion, and site utilization. With the aid of schematic illustration, the footprint of the new building was shown, depicting four - fifths of the building project on the ground floor and one -fifth on the second floor. The courtroom facility and police station areas, including the holding facility options, will be on the first floor. There will be public access through an elevator or stairs to the second floor, and a visual connection through a two -story lobby space, to the legal suite and 911 Communications Center Dispatch. The building plan also includes an arcade -type entry to the lobby and will be accessible from all parking and pedestrian approaches. The site design includes police parking and potential site expansion possibilities. They also showed additional parking to the south. Due to the tremendous cost to house misdemeanant offenders in the County Jail as well as expected increases in the future, the need has presented itself to consider the inclusion of a 30 -day holding facility instead of only a 72 -hour design. Details of the expanded area include booking facilities, control room, visiting area, special holding, dormitory, general holding, and other provisions. The difference in what was originally proposed in the Design /Build RFP and this proposal is 2,000 square feet, plus a potential shell - in space of 3,000 square feet. The change would be going from a short -term holding facility to a larger, longer -term facility with a secure control room; however, the holding facility would not house any violent offenders. The overall increased cost would be approximately $600,000 $700,000 and would include additional core spaces for a future facility expansion and a dormitory large enough for double bunks. 1 5 5 ADJOURNED MEETING- FEBRUARY 22, 1994 The 911 Communications Center Dispatch will have a future capability of six consoles and the courtrooms and training rooms are also intended for potential, multiple use by the public. The lobby is designed so the building can be shut down or secured at a certain point where /if desired, with access to the public restrooms. At this time there was discussion among Council members, staff and the architects concerning consideration of expanding the design of the short -term holding facility to one of a longer -term facility. One option would be to show the expansion as an alternate in the design package that would be bid. After continued discussion, a consensus appeared to be reached concerning the shelling and the full build out options. The shell will increase the cost of the project, but will avoid the need to retrofit the building in the future. The shell would be put into the basic bid and then the secondary alternate would be the full build out. There was continued discussion concerning the longer - term holding facility issue. - Council's attention was directed toward three exterior building design drawings. After discussion and comments concerning roof structure and design appearance, the Architects requested Council direction. Their preference seemed to be Drawing No. 3.
