Roll Call Present: Council: Mayor Micah Cawley, presiding, Assistant Mayor Maureen Adkison, Council Members Sara Bristol, Kathy Coffey, Rick Ensey, Dave Ettl and Bill Lover County Commissioners: Rand Elliott and Mike Leita Staff: City Manager O'Rourke and City Clerk Claar Tee Absent: Yakima County Commissioner Kevin Bouchey 2. Airport Master Plan -- Presentation by U R.S Consultant John Yarnish Airport Manager Lee Remmell introduced John Yarnish and several others that have been involved in the development: of the Master Plan. He indicated that U.R.S. has been developing the plan for about one year and is now in the analytical phase. They have been very diligent with involving the public and specifically Union Gap. John Yarnish explained he is here to talk about the alternatives to the Master Plan. He advised they have completed the forecasting and are reviewing what the information means for air service. They determined that this area has moderate annual growth in the short term, but there is a potential market that has not been captured yet. They discussed the forecast demand, which they predict will reach about 150,000 people enplaning in Yakima by 2030. Additional discussion took place aboutthe airfield and the need for potential growth. The study will consider three basic alternatives for the airfield layout, air navigation, noise impacts and airport use zones. Commissioner Leita spoke about the pre- existing issue with 16th Avenue; an impasse was reached and no action could take place. The Airport Board will make a recommendation on the Master Plan that will need to be presented to all agencies involved for their agreement. Commissioner Leita indicated a Master Plan is in effect and was updated in 2003. Terminal alternatives have been evaluated and a recommendation for the building, along with costs, will be forthcoming. Additionally, there will be a business model that addresses the various lease options in place for the hangars. They briefly discussed the general aviation alternatives. 3. Airport Service Expansion RFP -- Presentation by Tony O'Rourke Page 1 of 2 City Manager Tony O'Rourke recommended the City and County jointly issue an RFP to solicit firms that can provide strategic business development growth at the airport, including expanded air service, development of other related air service business, cooperative funding, creating public - private sector alliances and coordinate marketing and public relations plans. Council and Commissioners discussed options of the Master Plan that should be in place by the end of the year. 4. Airport Public- Private Alliance Opportunities -- Presentation by Tony O'Rourke City Manager O'Rourke proposed a Yakima Air Alliance that would focus on improving year - round air service to the Yakima airport. Its "members" would include governmental entities, other non - profit entities and private businesses that would share in the funding. He further explained the activities the alliance would conduct. 5. Airport Management Options -- Presentation by Tony O'Rourke City Manager O'Rourke proposed managed competition, which would subject government services to competition and include a formal bid process. Both private, non - profit and the existing government service providers compete for the right to provide the government service. This process would insure the efficient management of airport operations Council and the Commissioners reached consensus for the City Manager to pursue this concept with the County 6. Adjournment The meeting adjourned at 11:36 a.m. to the next Council Business meeting on July 17, 2012 at 6 p m. in the Council Chambers.
