CITY OF YAKIMA, WASHINGTON
JANUARY 25, 1994
SPECIAL JOINT MEETING WITH YAKIMA COUNTY COMMISSIONERS
The City Council met bn this date at 7:30 a.m. in the Board Room
at Yakima Center for a Joint Meeting with the Yakima County
Commissioners. Council Members present were Mayor Pat Berndt,
Clarence Barnett, Ernie Berger, William Brado, Lynn Buchanan, and
Bernard Sims. Council Member Henry Beauchamp absent and excused.
Staff Members present were City Manager Zais,
Assistant City Manager Rice, Jerry Copeland, Director of Public
Works, Nancy Gaudette, Refuse & Recycling Manager, Don Skone,
Planning Manager, John Elsden, Senior Project Planner, and Deputy
City Clerk Skovald. County Commissioners present were Bettie
Ingham, Chuck Klarich, and Jim Lewis. County staff members
present were Dick Anderwald, Dema Harris, and Dan Hesse.
Review of Yakima County Solid Waste Management Plan
Council Member Barnett reported that specific issues raised in the
January 7th memorandum have been resolved at an earlier meeting
with Dan Hesse, Yakima County Public Works Director. He is
satisfied with the County's interpretation of the implementation
of the Plan that places emphasis on yard waste and commercial
waste and will phase in curbside recycling over a period of
several years.
Mr. Hesse explained the plan, which was developed by the Solid
Waste Advisory Committee, emphasizes a number of areas, primarily,
waste reduction and recycling. Council Member Barnett's review
identified some inconsistencies and errors in the Plan which will
be addressed to make it a more readable, consistent document.
Mr. Hesse summarized two areas: (1) Ownership of recyclable
materials. The interlocal Agreement addresses the waste stream,
which is necessary to provide some predictability to the County,
as the operator of the landfills, to plan for the waste stream.
It exempts demolition waste and recyclables because those waste
streams are the responsibility of the various jurisdictions.
Council Member Barnett explained that he appreciated the
clarification from Mr. Hesse regarding ownership of the recyclable
materials. The entity or collector of the material is the owner.
(2) Waste reduction and waste recycling. The emphasis is on
reducing heavy materials from the waste stream so the goal of 35%
reduction and recycling by the end of 1995 can be met. The

priority set forth in the Plan concerning waste reduction and
waste recycling is not curbside recycling, which may be implied by
the way it is listed. (3) The question of whether cities have to
move aggressively into a curbside recycling program will require a
joint decision among those in the urbanized area as to how it will
be approached. Input is needed from the City of Yakima, Union
Gap, Selah, and Yakima County before that decision is made.

There was discussion about the July 1st deadline for the draft
Plan,• as well as DOE approval by establishing either curbside
recycling, which DOE advocates using, or any other method that ,
would exceed the recommended goals. Ownership, disposition, and
marketability of recyclable materials, types of recycling
programs, a landfill site closure and transfer sites were subjects
reviewed by Council members and others.
Growth Management
Dick Anderwald and Don Skone provided information concerning the
City's Interim Boundary recommendations to the County, upcoming
public hearings, and other Growth Management activities, including
Critical Area Designation regulations and the issue of impact fees
and bonding capacity. There was discussion concerning the effects
of impact fees on affordable housing costs and the need for
further consideration of this issue.
ity /County Legislative Issues
The issue of proposed Youth Violence Legislation was introduced.
Locally, the problem seems to include a significant amount of
violence being committed by youths from outside the area and this
issue needs to be addressed. Other areas of this issue that were
discussed include accountability for actions and the need for
harsher penalties, as well as the short and long term benefits
derived from educational programs.
Approach for Reviewing Emergency Service Delivery
There was an exchange of ideas about the method to be used to
review how funding is determined for boards where the City pays
assessments to the County, in particular, the Emergency Management
Services Board. It was suggested that a joint fact sheet be
prepared that will be discussed at a later meeting.
