CITY OF YAKIMA, WASHINGTON
JANUARY 11, 1994
ADJOURNED MEETING
The City Council met in session on this date at 7:00 a.m. at the
I/
Yakima Center Board Room for informal discussion. Council Members
present were Mayor Pat Berndt presiding, Lynn Buchanan,
Clarence Barnett (present after 7:45 a.m.), Henry Beauchamp (absent
after 7:55), Ernie Berger, and Bernard Sims. Council Member
Bill Brado was absent and excused. Staff members present were City
Manager Zais, Assistant City Manager Rice, Marketa Oliver,
Administrative Assistant to the City Manager, and Deputy City Clerk
Skovald.
Council members discussed various issues including possible
conflicts with meeting schedules on Tuesday mornings, changes in
County Jail paperwork processing affecting City prisoner handling,
and consideration of attending a one -half day workshop retreat for
Council members to review goals and objectives including impacts of
upcoming bond issues on property taxes.
Suggestions to improve participation and attendance on the CIP
Committee were recommended. Appointments to the Housing Authority
Board and to the Parks and Recreation Commission were considered.
There was a review of the equal opportunity afforded to women and
minorities during application to the City's various Boards and
Commissions, as well as discussion of the general application
process. Also briefly discussed were informal established
procedures including explanation and information concerning
inquiries of staff and citizen requests and complaints. A report
will be issued next week concerning a recent complaint of an
incident involving the Police Department which was heard at the
City Council Business Meeting last week.
Input was requested to include any additional issues to the agenda
for the upcoming meeting with the Yakima County Commissioners.
There was also discussion about the Solid Waste Management Plan,
the Interlocal Agreement, and methods of recycling. A brief status
report on the Police Station/ Legal Center was presented.

After an exchange of ideas concerning a suggestion to conduct a
citizen survey to determine the City's level of service, the
meeting adjourned at 9:10 a.m.
