DECEMBER 7, 1993
ADJOURNED MEETING
The City Council met in session on this date at 7:00 p.m., at the
Yakima Center, Yakima, Washington. Assistant Mayor Clarence
Barnett, presiding, Council Members Henry Beauchamp, Skip Semon
and Bernard Sims present. Mayor Pat Berndt and Council Members
Bill Brado and Lynn Buchanan absent and excused. Staff members
present were City Manager Zais, Glenn Valenzuela and Vaughn
McBride, Department of Community and Economic Development, and
City Clerk Roberts:
This being the time set for the third and final public hearing on
the Community Redevelopment Financing Ordinance, Assistant Mayor
Barnett opened the public hearing.
Kathy Coffey, General Manager of the Yakima Center, spoke in
favor of the ordinance and funding the Center's expansion project.
Corday Trick, Front Street area, reiterated his testimony from
the previous hearings requesting that funds be used to improve
Front Street. Lily McGuire, 25 No. Front Street, requested
funding for Front Street improvements. Mr. Trick reviewed the
Front Street utility improvements being sought by the business
owners. Bev Luby Bartz, 114 N. 7th Street, asked if any funding
would be directed towards the Lincoln /B Street to Fair Avenue
traffic issue, which is part of the tourism convention traffic
flow. Council Member Semon clarified that is a different project.
Lincoln and "B" will be connected to an underpass that connects to
Fair. He stated he did not believe that Lincoln /B will be
improved in any way. Ms. Bartz also commented that her residential
area has one street light per residential block and the downtown
area has eight to a block. She asked if they can get some
beautification to help them in the northeast area. Mary Harris,
Northeast Neighborhood Association, expressed her concern is about
housing stock that might be lost due to the Yakima Center
expansion project. She also inquired about some low - income
housing that may be built. Council Member Semon stated that
information was from a preliminary report on the Center expansion
project. It does not call for the removal of any housing and some
of the parking lot may be used. Council Member Sims stated the
I/ low- income housing may be a project of the Housing Authority and
referred her to Jim Adamski. Donna Moultray, caterer at the
Yakima Center, spoke in support of the ordinance and the Yakima
Center expansion project funding.
There being no other citizen wishing to speak, the public hearing
was closed. Assistant Mayor Barnett stated that Council and City
staff will take written comments on the Community Redevelopment
Financing ordinance until December 17th.

Bev Luby Bartz stated that the northeast residents would like to
preserve their older homes and neighborhood.
