CITY OF YAKIMA, WASHINGTON
DECEMBER 7, 1993
ADJOURNED MEETING
The City Council met on this date at 12:00 Noon in the Yakima
Rotary class rooms on the fifth floor of St. Elizabeth's Centennial
Tower, St. Elizabeth Medical Center, Yakima, Washington for the
I/ Yakima Valley Public Service Organization Annual Legislative
Priority Presentation. Council Members present were
Mayor Pat Berndt, and Henry Beauchamp. Council Members Clarence
Barnett, Lynn Buchanan, Bill Brado, Skip Semon, and Bernard Sims
were absent and excused. Staff members present were City Manager
Zais, Assistant City Manager Rice, Marketa Oliver, Administrative
Assistant to the City Manager, and Deputy City Clerk Skovald.
Mayor Berndt thanked Kathy O'Meara - Wyman, St. Elizabeth's Medical
Center, for providing accommodations for today's meeting. After
everyone in attendance introduced themselves, the discussion began.
Dr. Larry Petry, Yakima School District #7, identified the school
district's priorities as continuing work towards public health
reform and violence prevention.
Jim Adamski, Yakima Housing Authority, identified his
organization's priorities as the need to provide state guarantee to
back tax exempt revenue bonds sold by housing authorities; to
increase penalties for drug use, sale and distribution on
properties owned and /or managed by public housing authorities, upon
designation by a city or county legislative body as drug free
public housing; to maintain $50 million capital appropriation per
biennium for housing programs (Housing Assistant Program,
Affordable Housing program and Weatherization.)
Joe Gero, Yakima County Development Association, identified their
priorities as the need to amend CERB legislation to allow the sale
of shell buildings (which will probably require a constitutional
amendment to permit)'; create a "Governor's Deal Making Fund" (which
will probably require a constitutional amendment to permit); and
create a state - funded program to incur the cost of training for new
or expanding industrial firms.
Dr. Philip Tullar, Yakima Valley Community College, identified
their priority as the need to preserve current funding levels.
Patty Hussey, Yakima Housing Foundation, identified the need for
cooperation to bring in HUD public housing projects.
Ed Harrell, KI -YAK, identified the need for international marketing
of agricultural products, infrastructure funding, and State
assistance of business improvement.
Bruce Loy, Yakima Airport, identified the priorities of the need to
support the Washington State Air Transportation Commission report
to the State Legislature in their original form; to acquire'
authority to engage in marketing and promotional hosting; and.
(Federal) support change in legislation to allow the use of
discretionary and entitlement funds to assist in the development of
properties adjacent to airports.

Lon Wyrick, Yakima Valley Conference of Governments, identified the
priorities of maintaining Growth Management funding, continued
support of the new regional transportation process under ISTEA, and
to maintain low income housing through the Department of Community
Development (DCD).
Shirley Doty, Mike Mercy, and Gary Webster, all with the Chamber of

Commerce, identified the priorities of the financing, cost control
and tort reform overhaul in the area of Health Care Reform;
supporting a tax reduction and deferral program to encourage new
business start -ups and existing business renovation or expansion;
seeks reconstruction of the Department of Agriculture, opposes a
state farm labor bill, seeks amendment to the Endangered Species
Act and supports the preservation of the pesticide regulations
under the State Department of Agriculture.
Chuck Klarich, Board of Yakima County Commissioners, identified the
County's priorities as Juvenile and Family issues, Uniform Law &
Justice Costs, and Environment and Growth Management issues.
Kathy O'Meara - Wyman, St. Elizabeth's Medical Center, identified the
hospital's priorities as the impact of violence /youth violence on
the health care system; maintain MI /GAU funding, and reduction of
unnecessary bureaucracy.
Mayor Berndt identified the City of Yakima's legislative priorities
as maintain criminal justice funding, support the Governor's youth
legislation proposals, opposes any legislatively- imposed new
operational or service responsibilities without concurrent
provision of funding; supports the creation of a Public Facilities
District; requests the Legislature to re- instate funding for the
State Fire Inspection Program; requests the Legislature research
and identify city and town officials' concerns with the Bureau Fire
Rating Service; seeks to preserve existing statutory authority
regarding annexation /utility agreements, and supports changes to
clarify water policy.
After continued discussion about the priorities, the meeting
