BUSINESS MEETING
1. ROLL CALL
I/
The City Council met in session on this date at 2:00 p.m.,
in the Council Chambers .of City Hall, Yakima, Washington.
Assistant Mayor Lynn Buchanan presiding, Council Members
Clarence Barnett, Henry Beauchamp, Bill Brado, Skip Semon
and Bernard Sims present on roll call. Mayor Pat Berndt
absent and excused. Assistant City Manager Rice, Assistant
City Attorney Paolella, and Deputy City Clerk Skovald also
present.
2. INVOCATION /PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member Sims.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
A. PROCLAMATIONS
Assistant Mayor Buchanan proclaimed the week of October 23-
31, 1993, as Red Ribbon Week. He encouraged each citizen to
wear and display red ribbons to symbolize commitment to
establishing a drug free community.
Bill Schultz, Transit Manager, invited Council to
participate in the ribbon cutting ceremony and dedication to
open the new Transit Transfer Center next Tuesday at noon.
Additionally, he submitted the new Route Map Schedule, which
includes some modifications to routes and schedules to
accommodate the new downtown facility.
4. CONSENT AGENDA
Assistant Mayor Buchanan referred to the items placed on the
Consent Agenda, questioning whether there were any additions
or deletions from either Council members or citizens
present. It was the general consensus to add Item No. 6 to
the Consent Agenda. The Deputy City Clerk then read the
Consent Agenda items, including resolutions and ordinances
by title. It was MOVED BY SIMS, SECONDED BY SEMON,
THAT THE CONSENT AGENDA, AS AMENDED, BE ADOPTED. The
motion carried by unanimous roll call vote; Berndt absent.

items on the Consent Agenda handled under one motion without
further discussion.)

5. AUDIENCE PARTICIPATION
A. PRESENTATION BY US MARINE CORPS REGARDING TOYS FOR TOTS
PROGRAM
I/ Sergeant Jason Rodgers, Toys for Tots Coordinator, described
the campaign that the United States Marine Corps Reserve has
run since the 1940s. The effort being made this year
includes involving the community as much as possible to
provide toys to needy children. This will include
soliciting area businesses, schools, the Fire Department,
the local media, as well as the tremendous help from the
local Operation Santa Claus, Jim Roberts. Sergeant Rodgers
requested Saturday, December 18, 1993, be Toys for Tots Day
in the community with a Holiday parade sponsored by the
United States Marine Corps.
*6. CONSIDERATION OF RESOLUTION AUTHORIZING APPLICATION TO FCC
FOR CABLE RATES CERTIFICATION (CONTINUED FROM 9/28/93) •
RESOLUTION NO. R - 93 - 106, A RESOLUTION authorizing the
Cable Communications Manager to file a written application
for certification with the Federal Communications
Commission.
7. PRESENTATION BY COG /BUCHER, WILLIS, & RATLIFF REGARDING
VALLEY MALL BOULEVARD EXTENSION AND AIRPORT ACCESS
Lon Wyrick, Director of Yakima Valley Conference of
Governments (YVCOG), explained the Valley Mall Boulevard
Route Analysis Study was done to determine whether to extend
the road to the west. Because Valley Mall Boulevard is a
regional transportation route, the City of Yakima, Yakima
County, the City of Union Gap, the Department of
Transportation, and the Yakima Air Terminal contributed
matching funds for DOT money to undertake this analysis.
Mr. Wyrick described the extensive citizen participation
process that included mailing public notices to inform the
public of two well attended public meetings. He introduced
Steve Lewis, with Bucher, Willis & Ratliff, the consulting
1/ firm who worked with the technical advisory committee
leading to the development of the report.
Mr. Lewis presented an overview of the report and handed out
copies of excerpts from the route analysis. He began his
presentation by describing the evaluation process to
determine whether it would be feasible to extend the Valley
Mall Boulevard. There were regular meetings with the
technical advisory committees so that the interests of each
jurisdiction were included and the neighborhoods were kept
informed. Mr. Lewis reviewed the four alternatives and

explained the impacts of each, particularly the traffic
circulation now, and in the future. Alternative No. 1
appears to be the most preferred because it will resolve the
greatest number of issues associated with east /west traffic
movement through the corridor and is also the most cost
effective of the alternatives. Mr. Lewis then reviewed the

three airport expansion alternatives and provided a summary
of recommendations for improvement of traffic flow in that
area.
At the request of Council Member Barnett, Mr. Lewis
suggested this particular information be incorporated into
the traffic improvement component of the Growth Management
Plan as part of the overall community planning process. He
also stressed the importance of the project, regardless of
what happens to the airport, because of the traffic
congestion on the east /west access throughout the Yakima
metropolitan area. Keeping in context with the Growth
Management Plan, he further suggested that this project be
considered when the Transportation Improvement Plan (TIP) is
updated.
It was MOVED BY SIMS, SECONDED BY BRADO, TO ACCEPT
THE REPORT. The motion carried by unanimous voice vote;
Berndt absent.
8. PRESENTATION OF 1994 PRELIMINARY BUDGET FORECAST
City Manager Zais announced the City of Yakima has received
the Distinguished Budget Presentation Award for its annual
budget for the Fiscal Year beginning January 1, 1993. This
is the seventh year in a row the City has received this
award, which is the highest form of recognition in
governmental budgeting.
City Manager Zais presented the 1994 Preliminary Budget
Forecast including budget projections and explanation
concerning major issues the City predicts to face next year.
John Hanson, Budget and Finance Director, reviewed the
condition of the General Government and compared Yakima to
other cities in Washington by referencing the Municipal
Benchmark Comparisons, in particular the Per Capita Business
& Occupation /Utility Taxes chart on page 23. Other charts
referenced during the presentation by Mr. Zais and
Mr. Hanson included State and Federal -- Funding Impacts and
Legal Debt Limits. Council Member Barnett indicated the
need for reconciliation of figures on the legal Debt Limits
chart on page 61 of the Preliminary Budget Forecast 1994.
There was further discussion among Council members and staff
concerning the budget review schedule.

*9. CONSIDERATION OF RESOLUTION DECLARING WASTEWATER EQUIPMENT
SURPLUS AND ACCEPTING OFFER TO PURCHASE
I/ RESOLUTION NO. R - 93 - 107, A RESOLUTION authorizing the
declaration of surplus and acceptance of offer to purchase
by Northwest Enviroservice Inc., represented by Jack
McClary, General Manager, of (one) complete and (One)
partial Dorr Oliver Gorator Pump, model #6410 GH.
*10. SET DATE OF PUBLIC HEARING FOR NOVEMBER 9, 1993 ON LINCOLN
AVENUE /16TH AVENUE ANNEXATION
November 9, 1993 was set as the date of public hearing for
Council consideration of the Lincoln and 16th Avenue
Annexation.
11. OTHER BUSINESS
After brief discussion, it was MOVED BY SEMON, SECONDED
BY SIMS, TO REAPPOINT LOU BARTELLI AND FRANK FETTERS
TO THE COMMUNITY PROGRAMMING ADVISORY COMMITTEE.
The motion carried by unanimous voice vote; Berndt absent.
