For Meeting of: J anuary 5, 2021 I T E M T IT L E :Resolution authorizing amendment to contract with Health Care A uthority for the Washington State Healthy Transitions P roject S UB M IT T E D B Y:S cott S chafer, P ublic Works Director - (509) 576-6411 S UM M ARY E X P L ANAT I O N: The C ity of Yakima (City) was awarded a f ederal Substance A buse and Mental Health A dministration (S A MHS A) grant by Health Care Authority (HC A ) in the amount of $299,988 per year for five (5) years to establish a program to help individuals suffering f rom mental health and other issues. T he C ity has an agreement with both Comprehensive Healthcare and E S D 105 to fund the development of their programs and treatment plans for individuals. C ontract K3791 between the City and HC A was originally approved by City Council on August 20, 2019. HC A has amended Contract K3791 (K 3791-02) in order to increase the f unding, extend the term of the contract, and amend the S tatement of Work. Funding remains within the respective fiscal year. The amendment includes: The Total Maximum C ontract A mount is increased by $298,888 from $600,395 to $899,283. T he funding for each fiscal year: F iscal Year 1 $299,988 F iscal Year 2 $300,407 F iscal Year 3 $298,888 Total: $899,283 The End D ate of this Contract is extended f rom S eptember 29, 2020 to S eptember 29, 2021. This amendment to be effective September 30, 2020. R-2021- A RESOLUTION authorizing amendment to contract with Health Care Authority for the Washington State Healthy Transitions Project. WHEREAS, the City of Yakima was the recipient of a 5-year federal Substance Abuse and Mental Health Services Administration (SAMHSA) grant for the Washington State Healthy Transitions Project in 2019; and WHEREAS, the City identified ESD 105 and Comprehensive Health as partners in developing a program to assist individuals between the ages of 16-25 suffering from health- related issues; and WHEREAS, services provided include behavioral health services, physical health services, independent living skills, peer support, and community-based recovery support; and WHEREAS, although the grant award was for a five-year period, receipt of funds each year requires individual annual contracts; and WHEREAS, the Health Care Authority has amended Contract K3791 (K3791 – 02) in order to increase the funding, extend the terms of the contract and amend the Statement of Work; and WHEREAS, the Total Maximum Contract Amount has been increased from $600,395 to $899,283 and the End Date of the Contract has been extended from September 29, 2020 to September 29, 2021; and WHEREAS, the City of Yakima is the pass-through for the funding from HCA to both Comprehensive Health and ESD 105 for this project; and WHEREAS, the City Council of the City of Yakima finds that it is in the best interests of the City and its residents to enter into the contract and continue the work done under the SAMHSA grant, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to execute amendment No. 2 to Contract K3791 with Health Care Authority for the Washington State Healthy Transitions Project, attached hereto and incorporated herein by this reference, to provide behavioral health services, physical health services, independent living skills, peer support and community-based recovery support for individuals between the ages of 16-25.
