HomeMy WebLinkAbout10/12/1993 Adjourned Meeting 1 466 CITY OF YARIMA, WASHINGTON OCTOBER 12, 1993 ADJOURNED MEETING The City Council met in session on this date at 7:00 a.m. in the Board Room at the Yakima Center, Yakima, Washington for informal I/ discussion among Council members. Council Members present were Assistant Mayor Lynn Buchanan, presiding, Clarence Barnett, Henry Beauchamp, Bill Brado, Skip Semon, and Bernard Sims. Mayor Pat Berndt absent and excused. Staff members present were City Manager Zais, Assistant City Manager Rice, Glenn Valenzuela, Director of Community & Economic Development, Marketa Oliver, Administrative Assistant to the City Manager, and Deputy City Clerk Skovald. Tim Christie with the Yakima Herald Republic was also present. Glenn Valenzuela outlined various details of the Community Redevelopment Financing process, answered questions about his report and requested Council direction on whether to pursue the CRF project. A fiscal analysis by an outside consultant needs to be done in order to determine the estimated future growth rate. The cost of this report would be about $15,000. Since no jurisdiction within Washington has utilized CRF, legal questions were discussed, including what influence the case involving Spokane, which is currently before the State Supreme Court and expected to be resolved by spring of 1994, could have on the process. There was continued discussion concerning the need to establish this process in the City of Yakima by the end of 1993 in order to include the growth anticipated during 1994. There was an exchange of ideas concerning property tax limitation on existing property and discussion concerning the effects CRF would have on new development, as well as how it might affect various taxing entities. The public participation process, which would make sure property owners are fully aware, and the feasibility of completing the process by December 31, 1993 was also discussed. A motion was made to initiate the CRF process, but it was later withdrawn, and there was a consensus among Council members to make the motion during today's 2:00 p.m. meeting instead.
