CITY OF YAKIMA, WASHINGTON
SEPTEMBER 28, 1993
ADJOURNED MEETING WITH COUNTY COMMISSIONERS
I/ The City Council met on this date at 7:30 a.m. in the Library of
the Yakima School District Administration Building, 104 North 4th
Avenue, Yakima, Washington for the Joint Monthly Meeting with the
Yakima County Commissioners. Council Members present were
Mayor Pat Berndt, Clarence Barnett (present at 7:50 a.m.),
Henry Beauchamp, Bill Brado, Lynn Buchanan, Bernard Sims, and
Skip Semon. City staff members present were City Manager Zais,
Assistant City Manager Rice, and Deputy City Clerk Skovald. County
Commissioners present were Chuck Klarich, Chairman, Bettie Ingham,
and Jim Lewis. County staff members present were Dick Anderwald,
Dema Harris, and Dan Hesse.
Dick Anderwald briefly reviewed the agenda for today's meeting and
indicated that the 911 Report would be ready to review during a
future Joint Monthly Meeting.
Referring to the current priorities list, Mr. Anderwald asked if
there were any changes. City Manager Zais commented that the list
will be used as a framework for further discussion as each priority
is considered.
City Manager Zais explained that the focus of the meeting is
legislative issues and legislative agendas to be considered over
the next six to eight months.
After passing along ideas from recent Legislative Priorities
Subcommittee meetings, Commissioner Ingham invited feedback as to
whether there was agreement with the approach taken to wait until
after the outcome of the election. Juvenile Justice was determined
to be a priority area necessitating the need to develop and
implement strategies which would improve this situation. There was
discussion regarding a suggestion to invite legislators to areas
impacted by legislation, particularly the lack of funding; however,
it is important to emphasize the positive aspects of economic
development issues rather than to focus on problems. City
Manager Zais explained the educational process will take time and
perhaps this issue could be revisited in Spring of 1994.
Mayor Berndt described ideas discussed at recent Drug Policy Board
meetings with the two jurisdictions also discussing those issues.
One point of emphasis is the tremendous cost to house prisoners,
including criminal illegal aliens. There was an exchange of ideas
concerning the possibility of deporting criminal illegal aliens and
making the offenders serve time in Mexican jails. There was
discussion about how to deal with those who manipulate the system
and commit the crime and the need for legislation to deal with this
problem. Other alternatives were discussed along with whatever
consequences or problems that could arise. It was suggested to
schedule a meeting with area legislators to discuss options and

develop a feasible plan of action, perhaps forming a regional
coalition, to address this situation. Other issues discussed
include the need to coordinate efforts between the City and the
County regarding the homeless people in the area, the possibility
of considering applying for a new short term federal grant to
I/ provide more funding that would enhance law enforcement efforts to
prevent crime and make the streets safer. Economic development
issues discussed include the the impact of losing three positions
at the air traffic control tower at the airport and other possible
cutbacks which could affect the Port of Entry and Customs; the
effects of having a radar approach located at another location as
opposed to having it locally; the importance of the expansion of

the airport as it relates to economic development efforts; the need
for adjacent land use regulations due to development around the
airport. After further discussion concerning funding alternatives
for industrial development including tax incentive options and,
perhaps, researching possible alternatives, the meeting adjourned
at 9:10 a.m.
